I propose the following
*There exists a Voting Gnome. *The Voting Gnome is a voting entity, but not a player. (Meaning, he can't create proposals, and doesn't have a forum account, etc.) *The Voting Gnome has one vote. *The Voting Gnome votes FOR all propositions that include language to the effect of "I invoke The Voting Gnome."
The hope is that the Gnome will help stimulate the introduction of new rules by giving all who invoke him at least one positive vote.

Hmm, not a bad prop, I don't see the voting gnome having a lot of effect in a vote, though.

Well, once the rule for one vote per person passes, invoking the Voting Gnome could easily swing a vote in the proposer's favor.
Also, this could easily be amended into a horribly abusive device.
And c'mon, the more rules, the more mayhem

What does "invoking the voting gnome" mean? I suppose nothing for now, just the base to set up really confusing rules.

isn't needed.
What you probably mean is: *A player who includes in a proposition the phrase "I invoke the Voting Gnome" wins one vote in favor of his proposition immediately.

Vulture,
All that means is that you have to indicate, in your proposal, that you want to gain that extra vote. If you forget, or aren't aware of the rule, you don't get his vote. The language isn't really important, though I suppose one could try to make a rule prohibiting 'invokation of gnomes, voting or otherwise.'
It's also just fun to look at a rule list later and see "I invoke the Voting Gnome" all over the place.

Anyhow, I'm probably going to hold of putting the Gnome to a vote until after sinblox' (or somebody's) currency goes up. So everything here is subject to massive changes
