Read what Zaius has said. Now, there is no reason to vote down this proposal:
It's an amendment to rule #102 to say:
Any player, unless otherwise specified may create, amend or repeal rules as long as the proposal to do so recieves at least 50.1% of the votes.
I don't think there's any problems here. We need to fix this up before voting on anything else.
