Purpose of a RFC:

A RFC (Request for Comment) is an informal suggestion to be debated upon until it has matured enough to be brought up as a proposal.


RFC 001

WHEREAS it at the moment is almost as easy to change an immutable as a mutable rule, and
WHEREAS the original intention of the game of nomic did not include this component, and
WHEREAS other Nomics have good solution,

LET IT BE ENACTED, THAT

  1. Every Rule has got a Power rating. This rating is an integer > 0 (zero).
  2. Every Proposal has got a Power rating. This rating is an integer > 0 and is set by the proposer.
  3. Any conflict in the rules is resolved in the following order:
    a) If the two conflicting rules have different Powers, let the one with the higher rating be active
    b) If they have the same Power, the conflict is resolved according to the rules already present and dealing with such problems.
  4. Any rule change can only be performed, if the change has got a Power rating higher than the Power rating of the rule that is to be changed.
    a) If a rule change changes several Rules, it has to have a higher Power rating higher than the highest member of the set of Power ratings of the rules that are to be changed.
  5. For a rule change to be enacted, the quote of votes in favour to votes against has to exceed the Power rating.

To clarify §5, consider the case of a rule with Power rating 1. This can be changed by a simple majority. A rule with Power rating 3 has to have 75% majority for a change and so on.

RFC 002

Let the rules be modified, in respect to those parts dealing with laying proposals, to instead of the current procedure require a proposal to be laid up as a RFC before being proposed. The Proposer should decide when e wishes to lay the proposal formally, and the intention is that e lets the debate go on for a while and uses the opinions in the debate (if e wishes to) to refine eir proposal.

E should then resend eir proposal, which would then be voted upon and treated in the appropriate fashion.

Let the rules be rewritten to contain the following rule and disabling everything that needs revision after accepting the RULE-delimited text:

RULE
Let there be an nomic entity called Basic Unit of Democracy (BUD). A BUD can be owned and transferred between the players and also consumed.

Let there be a player chosen to be Master Of Democracy (MOD). E shall administer the tracking of BUD, the voting processes upon proposals and the awarding of BUDs when this is prescribed.

Each player recieves one BUD per proposal released. E may recieve BUDs at other occasions if the rules prescribe this.

By consuming a BUD the following action is meant. The Player acknowledges the MOD of eir intention to consume one (or more) BUD and also states which proposal e wishes to vote upon and what value (Yeah/Nay/Abstain) it should have.

Within the scope of this, efforts to start secret polls are started --- it is therefore the duty of the MOD to keep count upon the voting upon proposals and at the end of the voting period of the proposal proclaim the results of the vote.

A player transfers a BUD by informing the MOD thereof.

The MOD shall keep track of the number of BUDs belonging to each player and e shall hand this information out to any nomic entity requiring this.

My reading of R103 implies that a rule change must be one (and only one change.) I am just curious and figured it should be discussed. It may be the future subject of proposals to change it but I was just wondering if I'm way out in left field here...

Voting Options

Voting is performed through informing the MOD of the players intention to do so. E should state how many BUDs e wishes to use, which Proposal they apply to and which value each of them should have. Valid values are Yea, Yes, No, Nay or Abstain.

A player who has neither voted nor proposed nor discussed anything for the last 5 proposals and RFCs is deemed to be Inactive. An Inactive player can reactivate emself by mailing the list with an e-mail stating thus. An Inactive player is not eligible for judge and does not recieve any further BUDs until e is reactivated.

Let x denote the lowest number of players exceeding 25 % of the Active registered players. Then Quorum is defined to be x BUDs.

If a player wishes to convert his points into BUDs, then e shall inform the MOD thereof. The exchange rate is to begin with set to 25 points/BUD and this rate can only be changed by passing a proposition stating thus.
