Proposal 3.3 The Ballad Revisited [Mac]
(** Why shouldn't I get to play? **)
Revise Rule VIII.A (A Bit of Culture, Penning) as follows:
One Player has the Honorary Title of "The Balladeer". Under any circumstances when it is unclear which Player is the Balladeer (** for example, upon the empowerment of this Rule, should it pass **), the Moderator is assumed to be The Balladeer. (The Moderator will continue to be the Balladeer during the Cycle in which this Proposal is initially empowered, after which, this parenthetical will vanish from the Ruleset.) Any Player other than the Balladeer may, during the Final Proposals or Voting Period of any Cycle, email a Ballad Submission to the Balladeer - if there are currently an odd number of lines in the McNomic Ballad, this Submission must rhyme and scan with the last line of the Ballad, or be rejected. At the end of the Voting Period of the current Cycle, the Balladeer should select a Submission, if any were made, announcing the Submission and it's author in the Forum. The Moderator will add it to the end of the Rule called "The Ballad of McNomic" during the Cyclic revision of the Ruleset. The writer of the chosen Submission shall gain five Millikarms and will be named the Balladeer for the following Cycle.

Proposal 3.7 Office Relocation [Mac]
Eliminate the subsections of I.E.1 "Antimatter".
(** These are well enough defined by the text, and the mentioned tables will hopefully be given their own documents, adjunct to the Ruleset proper. **)
Remove Rule I.E.1 "Active Player's Roster" and Rule V.A.1 "The Karma Chart".
Lift Rules III.D.4, 5, and 6 "Mary Kay McNomic", "The Evil Webpage Designer", and "The Tallymaster" out of the Ruleset and set them aside for a moment.

At the end of the Voting period of each Cycle, the Player with the greatest (absolute) change in Karmic score will be named the Minister of Color for the next Cycle. In the event that two Players have their Karmic score change by the same amount, the one who is closest to a Karmic score of zero shall be declared the Minister of Color. The Moderator shall announce the name of the new Evil WebPage Designer when all appropriate Karmic events for a Cycle have been reported.
The Evil WebPage Designer shall inform the moderator within 2 days of the beginning of the new Cycle what the new text and background colors of the Ruleset and attendant documents shall be. He shall do so in an email with the subject heading of "McNomic: New Colors" The email shall clearly state the colors that will be used by using the hexidecimal numbers for the Red, Green, and Blue components of both the background and the text. III.D.12.c Vacancy [Paper]
If this Title is vacant, then it is vacant, and these responsibilities are not carried out.
Proposal 3.8 Selfless Gestures [Kevan]
Enact a new Rule (a new IV.A.2.a):
When a Player makes a Proposal, he or she may mark it as being a "Selfless Gesture" by putting such text in square brackets after the Proposal name.
Selfless Gestures do not count towards a Player's Proposal limit, and their passage or failure is ignored by Rule V.B (Tilting the Balance).
(** Giving a way for people to submit simple Ruleset fixes and whatnot (the sort of thing nobody's really going to vote against) without throwing away any of their five Proposals (I know I was hesitant to fix too much this week, because I had some nice ideas I wanted to propose). It also encourages people to be selfless with obviously-essential mutually-agreed Ruleset fixes, rather than riding them for easy Karma and Krona. **)
Proposal 3.9 International Politics [Kevan]
Enact a new Rule in the "The World" Section:
Each Country may have a stance towards another Country - this stance may be Friendly, Neutral or Hostile, and is listed in the Rule "Current International Relations". (Where no stance is listed, it is assumed Neutral. Countries may be listed as "Friendly to all" or "Hostile to all", if such shorthand is appropriate.)
The Leader of a Country may, at any time, announce a change in the stance of their Country towards any other Countries, by announcing this fact in the "McNomic World Travel" discussion. These changes in stance take effect when the Moderator updates the International Relations rule.
If a Country has no Leader, for whatever reason, its stance to all other Countries immediately becomes Neutral.
In Rule V.B. (Tilting the Balance), add the following Action and reward:
------------------------------------------+--------- Action | Result ------------------------------------------+--------- Ending the Cycle in a Country which is | +5 Krona mutually Friendly with at least one | per such other Country | Country ------------------------------------------+---------
(** Representing mutually beneficial trade routes. **)
Enact a new Fluid Rule, "Current International Relations":
Iceland has a Friendly stance towards Malapropos. Iceland has a Friendly stance towards Antipodeland.
(** Declaring my Country's initial stances straight off, just to show what this Rule should look like. **)
Proposal 3.10 Lust for Glory [Kevan]
In Rule V.B. (Tilting the Balance), add the following Action and reward:
------------------------------------------+--------- Action | Result ------------------------------------------+--------- Being Leader of a Country at the end of a | +1 Kudos Cycle, if that Country contains one or | per such more other Players | Player ------------------------------------------+---------
(** If the peasants get Karma and Krona for toiling away under the rule of their Leader, said Leader should get Kudos for running the place, I think. This should inspire people to invite people to join them, anyway (since a Leader of an empty Country doesn't get anything)... **)
Proposal 3.11 Get Involved Elsewhere [Kevan]
Repeal the section "Get Involved!":
In Rule V.B. (Tilting the Balance), add the following Action and reward:-
------------------------------------------+--------- Action | Result ------------------------------------------+--------- Casting at least one Vote | +3 Karma Not casting any Votes | -3 Karma | -1 Kudos ------------------------------------------+---------
(** Just tidying it up, and making the rewards and penalties a little more consequential. Also losing the penalty for not posting a "question or opinion"; I imagine such is rather awkward for Mac to keep track of, and is a little arbitrary anyway (how do you define "an opinion"?) **)
Proposal 3.12 Order to Chaos [Kevan]
(** Once again attempting to make the ruleset tidier; *surely* we don't need rules like...
III.D.1.a.iv.C. Apply the results of legislated changes to the Ruleset.
This Proposal attempts to get *everything* down to mere "X.9" notation, with the existing "III.D.1.a.iv.c" stuff becoming an aesthetically-pleasing bulleted point in Rule III.D, Rule IV.A.2.a/b being made numbered points instead of mysterious "small rules within one larger rule" things, and whatever.
I've etched some examples of how the Ruleset should be rearranged; http://www.stormloader.com/kevan/newrule.txt - *please* take a look before you vote on this one. I'd be very interested to see people's reasons for voting AGAINST. Thanks. **)
To the Rule "Definition and Jurisdiction [Wooden]", add the paragraph:
Each Rule in the Ruleset has a Section and a Number, the former being a Roman numeral and the latter an integer number. Proposals also have names. Newly enacted Rules are given a Number one higher than the highest existing Rule Number in the relevant Section, and the name of the Proposal that enacted them (unless otherwise specified).
(** This also takes the quiet opportunity to specify how Rules get their names and numbers; something which is currently unspecified. **)
After all other Proposals have been dealt with for this Cycle, the Moderator (or another Player, as appointed by the Moderator) shall renumber the entire Ruleset to fit the above system.
The person reformatting the Ruleset is free to use his or her own discretion in adjusting the layout of the Rules, merging, splitting and rearranging as appropriate (even adding new Sections), so long as the actual wording and power of the Ruleset is not compromised.
(** Note that I'm still quite happy to do this reformatting, if you wish it, Mac. **)
Proposal 3.13 Enforcemnent of Rules [Puzz]
Replace:
X.A.4. After the Moderator initiates play he will "tag" another player by posting the following:
with:
X.A.4. After the moderator initiates play he must "tag" another player by posting the following:
Add:
X.B.7 If a Player refuses to abide by any of the "Don't Spill the Beer" Rules as explained in the Mcnomic Ruleset that Player shall lose 5 millikarma.
