Create a document titled "History of MacroNomic" if it does not already exist. Begin this document with the following text:
"
MacroNomic is not what it used to be. Long, long ago, it was named MicroNomic, in an effort to protest against the size of the laws of other Nomics. Micronomic later became insignificant, and was replaced by MicroNomic II. MicroNomic II became great, but was threatened. In an unprecedented move in Nomic history, MicroNomic II absorbed the two Nomics known as MicroNomic and PNomic. Strengthened by these new citizens, it remnamed itself to MacroNomic, proclaiming its great strength. Then, on April 1, 1998, the first Revolutionary Party seized control, dramatically modifying the rules in an effort against the death that so many good Nomics see. They were very successful. Now, the Nomic is back to health, under the superb rule of our current revolutionary party.
The first revolutionary party was made up of our great fathers, Philo, Henry Towsner, and Ed Murphy.

Create A new section 0-1-1 titled 'Conventions' with the following text delimited by CONVENTIONS
CONVENTIONS
Rules under this section are conventions on how certain parts of the rules shall be interpreted in cases where it is confusing or ambiguous.
CONVENTIONS

ENGLISH
In all cases, the meaning of a term in the rules that is not specified as having a specific meaning shall have the meaning granted to it by common use of the english language and the context surrounding the use of the word.
If a term has a specific game defined meaning, that meaning should be as close as possible to the english meaning. [IE: don't choose a word like Baseball to mean the game called soccer]

In section 3-2-1 replace all occurances of CfJ with the following phrase 'Call For Judgement'. Change the title ofd Section 3-2-1 to 'Calls for Judgement' The
word CFJ only has meaning to someone who is familiar with Nomics and Nomic History. I'd rather make it easier for newer players to read/nderstand the rules.
The title and its appostrophe were just bad english anyway. In section 3-2-2-0, replace the phrase 'The only players who may vote on a case are those who can
vote on its parent case.' with 'The only players who may vote on a penalty are those who can vote on its parent case'.

Create a new setion 0-0-0 titled Paradox Resolution with the following ANTI_PARADOX delimited text
If ever the game should reach a state that is unplayable, or a situation exists where two rules are mutually exclusive and no precedence can be determined by normal means, then any player may submit a Paradox Declaration, which is a type of Referendum stating that such a state as mentioned above exists.
As soon as such a Declaration is issued, other game play will pause until the Declaration has been resolved in accordance with this rule is such play was still possibly. The valid votes for a Paradox Declaration shall be YES or NO, and the judges shall be the Revolutionary Party at the time the Declaration was issued, or the previously extant Revolutionary Party if the game has corrupted in such a way that the makeup of the current Revolutionary party is not obvious.
Should the outcome of the vote on the Paradox Declaration, be YES, then the following step will ensue in order.
a) The Revolutionary Party (or one of it's members) will distribute a Paradox Resolution, which is a type of Referendum with valid votes of YES or NO and valid judges being the judges of the preceding Paradox Declaration.
b) If the outcome of the Paradox Resolution is a vote of YES, then the details of the Resolution shall be enacted into the Macronomic Ruleset as stated, and this proceedure shall end.
c) If the outcome was NO, then proceed to step a. Normal game play now resumes under the fixed ruleset. This rule may not be repealed or amended except by the
passage of a proposal on which no AGAINST or LOYAL votes were cast. This rule claims precedence over all other rules and denies any rule the ability to claim
precedence over itself.
ANTI_PARADOX
There is still one flaw in the above in that it doesn't stop the RP from unilaterally declaring a paradox and thus altering the ruleset at whim through a paradox resolution, but that is in itself, the heart of the paradox of self-amendment. As long as any way exists to change the rules, and there is no such thing as a completely inviolate rule, then there will always exsit the possibility for such unilateral usurpation of authority. My hope is that this proposal will get passed, and the RP will not abuse the potential hole here, and that eventually perhaps a better mechanism might replace (by unanimous vote) some or all of the provisions here.

Replace the following VOTING delimited text
VOTING

VOTING
with the following PRIVATE_VOTE delimited text
PRIVATE_VOTE
A player may change eir vote on an Active Referendum by privately
notifying the Accountant of the Subclass of that Referendum of such a
change.
Votes on any given type of Referendum remain private until the
Referendum becomes Inactive, at which point they are revealed
publically, unless a specific subclass of Referendum specifies
otherwise.
PRIVATE_VOTE
This makes referendums and voting be private by default, which I think
is a good thing. It also means one cannot predict the way a proposal
will go in advance and thus change vote (if voting in a specific
direction ever gains any meaning).
It of course (by the definition of private notification) doesn't stop
someone from voluntarily making their vote public if they desire.

Secretary of Truth shall not distribute a retracted proposal, and it

OLD
with the following RETRACT delimited text
RETRACT
Any player may retract a proposal that they have submitted that is
either Active or PreActive.
If the proposal is Active, then all votes already cast on the Proposal
are discarded, the proposal immediately becomes Inactive, and the
proposer loses 3 Loyalty points.
If the Proposal is PreActive, then the proposer loses no loyalty points,
the proposal commodities used in the construction of the proposal are
refunded tothe proposer, and the proposal becomes InActive. The
Secretary of Truth will not distribute a proposal that becomes InActive
in this manner.
RETRACT
I will note that this proposal doesn't really do much other than
effectively third the penalty for a failing proposal unless the hidden
voting proposal passes. However, that in and of itself isn't a
horrible thing. I would hope that the two together would encourage
people to think through their proposals, but still have a way to get rid
of them if they really need to for some reason.

Amend section 3-2-2-0 to read as delimited by PENALCODE
PENALCODE
Penalties are a subclass of referenda. The accountant for penalties is the
Secretary of Justice. Penalties are created and change states along with
their parent cases. The only players who may vote on a case are those who
can vote on its parent case. Possible votes are a loss of LOYALTY,
expulsion, the loss of some number of objects. Instead of the inactive
state, a penalty becomes either accepted or rejected, as specified by its
parent. When a penalty becomes accepted, if a majority of those able to
vote on it voted the same way, then they appropriate Secretaries should
carry out the penalty.

This is going to reorganize the players section a bit and add a small bit
to it. The added bit is to give new players 1 of each commodity so that they
can at least make one proposal to help them get started. It also seperates
the actions of what happens when players leave the game and join the game
and join the game for the first time into discrete sections so that they can
be modified more cleanly in the future. I apologize in advance for how long
this is.
Move section 2-0-0 to section 2-1-0.
Amend Section 2-0: Players to read as delimited by PLAYERS
PLAYERS
The Secretary of Friendship is responsible for tracking who the players are,
and which are members of the Revolutionary Party as well as the email address
and real names associated with each player.
Each player in the game has exactly one real name, a set of aliases, and
possibly multiple email addresses associated with that name.
Any real person may only have a single player in the game at any given time.
PLAYERS
Create a section 2-0-0 titled "Joining the game" with the following JOINING
delimited text.
JOINING
A Player joins the game by privately notifying the Secretary of Friendship
of their intent to join, their real name and an alias (which defaults to
their real name).
If the joining player's alias is not already in use by another player,
then the Secretary of Friendship shall publically inform all players that
the new player has joined, their name, their real name and their email
address.
A player is a new player if no player with that email address has previously
been a player. [Yes, this is abusable by multiple email addresses, but let's
assume people will be honest as there is no real way to insure this]
A player joining the game shall have a Loyalty score of 0.
When a player joins Macronomic, if there are fewer than 100 acres of farmland
being managed by all other players, 10 acres of farmland are placed under the
management of the joining player.
When a new player joins Macronomic, 1 commodity of each type is placed under
the management of the joining player.
When a new player joins MacroNomic the Secretary of the University assignes
them a random, non-teaching professor, unless there are no non-teaching
professors or the player requested a specific professor. If the joining player
requested a specific professor, and that professor is non-teaching, then that
professor will be assigned to the student.
JOINING

text
LEAVING
A player may leave the game by making a public notice that they are leaving
or as specified by the rules.
When a player leaves the game, all acres of farmland and Proposal Mines they
managed become unmanaged, and all Proposal Commodities they managed become
managed by the SoCC.
If the leaving player is SoCC, then the Proposal Commodities are placed under
the management of the new SoCC.

Create a section entitled "Vacation" at the lowest sibling of 2-0-0 possible, with the following TRIP-delimited text:
TRIP
A player may go on vacation for not more than 6 weeks. To go on vacation, e must publicly announce eir intent to do so, and must also name another player temporary Secretary for each of eir positions, with the consent of that other player. While a player is on vacation, the temporary Secretary performs all duties normally performed by that player. When a player returns from vacation, e must publicly announce that fact, and at that point resumes all of eir duties. A player is also considered to have returned from vacation 6 weeks after e left. While a player is on vacation, e may not perform any official game action. A player on vacation may also not be penalized in any way for actions not performed while on vacation. A player on vacation may not be selected to judge a trial, and if e is a Professor, e is not required to become a teaching professor. This Section takes precedence over all other Sections with which it conflicts.
TRIP
Modify the Section entitled "Expulsion" so that the part reading "If a player has not voted or otherwise taken any game action or made any statement to the Macronomic public for fourteen consecutive 24-hour periods," now reads "If a player has not voted or otherwise taken any game action or made any statement to the Macronomic public for fourteen consecutive 24-hour periods, and e is not on vacation,".

RPG
There exist within the republic, various games in order to allow the

A sub-game may be created through proposal or by submission of a Request

An RPG is a sub-type of Referenda and the Accountant for RPGs is the

An RPG must define the following lettered items in order to be a valid
RPG.
a) The name of the game.
b) The number of players.
c) The rules of the game.
d) A method for determining the winner of an instance of the game.
If an RPG is submitted to the Secretary of Entertainment that is not valid

distribute the RPG, otherwise, the RPG shall be distributed within 3 days.
The legal votes for an RPG are YES and NO. All player's votes on an RPG

When an RPG becomes inactive, if at least as many players have voted YES

The Secretary of Economics is MacroNomic's Customs Officer. If MacroNomic

things imported from other nomics. The Secretary of Economics is
MacroNomic's Customs Officer. E should accept all non-conditional trade
offers. E should publicly announce when MacroNomic receives a conditional
trade offer is the conditional portion includes only exportable objects,
otherwise e should reject it. Any player may publicly offer to account for
a publicly announced trade. If that player holds enough objects to pay the
conditional portion, then the trade happens.
A player of MacroNomic may also offer a trade to another nomic. E
does so by personally informing the Secretary of Economics of the trade.
If the player holds enough objects to handle eir side of the trade then the
Secretary of Economics should offer the trade on behalf of MacroNomic. If
the trade is accepted then it happens, and is accounted for by the offering
player.
When a trade happens the accounting player stops holding everything
which MacroNomic will cease to own after the trade. A Foreign Good is
created for everything MacroNomic gets from the trade for which MacroNomic
is not the Nomic of Origin, and the accounting player holds those objects.
All objects for which MacroNomic is the Nomic of Origin become owned by
MacroNomic and are held by the accounting player. MacroNomic ceases to own
everything given away by the trade.

There is an official History of MacroNomic. The Secretary of the
Central Committee, and only the SoCC, may propose changes to it. These
changes are a type of referenda known as a Correction. The SoCC is the
Accountant for a Correction. Only members of the Revolutionary Party may
vote on Corrections. They may vote FOR or AGAINST. All votes are
initially FOR. After being Active for three days, a Correction becomes
Inactive. When in becomes Inactive, if a majority of the votes were FOR,
the Correction happens, otherwise it does not. A Correction may only
consist of changes to the History of MacroNomic, and not to anything else.
The History of MacroNomic need not corrospond to reality, but it
should emphasize our glowing and throbbing history of hearts and souls
inspired by our wonderful principles and traditions.

liaison for more than one Republic then the position listed last in this

When an Internomic proposal is made, the Secretary of Love will

There exists the class of Secretaries.
A Secretary is always exactly one player.
Rules may refer to Secretariatships being vacant, though this reference is

A Secretary may be required to maintain one or more public documents in

might do so for their and other's convenience. A Document mandated in
this fashion is managed by the secretary who is required to maintain it.

HTML
A rule may contain a link to another rule. A link consists of
a legitimate rule number enclosed in parenthasies with nothing else in

Rewrite section 6-0-1 to read as delimited by RETRADE
RETRADE
Any object that is defined as a tradeable object may be exchanged between
players. A player initiates a trade by publicly stating the offer and what
if anything is required in return and the type of trade. Unless otherwise
specified in the rules objects may only be trade in positive integer
quantities and a player may not offer more of an object then they have. A
trade may only include tradeable objects. Any player who owns enough of
everything required in return may accept the offer publicly.
A trade may be either an instance trade or a repeated trade. If the trade
is an instance trade then as soon as it is accepted the objects are
transfered. When a repeated trade is offered the offering player must also
specify under what conditions the trade should occur. Whenever those
conditions occur, the trade happens. The conditions for a repeated trade
may only involve times and dates, not things happening in the game.

The Accountant of Proposals is the Secretary of Truth.
The text of a proposal must explicitly and unambiguously describe one or

A player may not make a proposal unless e has manages of each type of

Modify Section 5-0 paragraph three to read as follows delimited by PROF
PROF
If at any time there are no non-teaching Professors, then the members of
the Ruling Party who are not Professors shall become Acting Professors. If
all members of the RP are already Acting Professors or Professors and
there are no non-teaching Professors, then one prole chosen at random who
is not a student shall become an Acting Professor. An Acting Professor
has all of the duties and responsibilities of a Professor. If there are
ever any non-teaching Professors then the following occurs. All
non-teaching Acting Professors lose their Professorship immediately. All
teaching Acting Professors lose their Professorship when their current
student graduates.

Remove Section 6 and all descendants. Create Section 6: Objects with the following STUFF-delimited text:
STUFF
Within MacroNomic, there exists a class of Objects. All Objects must belong to a subclass of the class of Objects. Classes of Objects must be defined in the Rules. Classes of Objects inherit properties from their parent class, but they may override these properties as defined in the Rules. Objects may have any properties as defined by the Rules. By default, Objects and their properties are tracked by the Secretary of the Central Committee. Objects may exist in positive integer quantities only.
When a type of Object is defined, a Global Limit on that type of object may also be defined. When any rule awards Objects of a type with a Global Limit to a player, that player only receives as many Objects as possible without the total number of that type going over that Global Limit
STUFF
Create a Section 6-0: Entities with the following LEGAL-delimited text:
LEGAL
Entities are a subclass of Objects. Entities may own or control other objects, and so are valid as the Controllers of Tangible Objects. The Secretary in charge of tracking Entities is by default the Secretary of Membership.
LEGAL
[ Entities are things like Players, The State, and perhaps other stuff that may own/control things ]
Create a Section 6-0-0: The State with the following BIGBROTHER-delimited text:
BIGBROTHER
The State is an Entity. The State may make actions as an Entity though a State Mandate, which is a subclass of Referenda. The subclass of State Mandate inherits all of the sub properties of the class of Referenda, with the following exceptions:
Only a member of the Revolutionary Party may create a State Mandate. The voting period for a State Mandate is 4 days. A State Mandate may only contain instructions for how The State will perform actions as an Entity. The accountant for State Mandates is the Secretary of the State.
BIGBROTHER
Create Section 6-1: Tangible Objects with the following TOUCHABLE-delimited text:
TOUCHABLE
Tangible Objects are a subclass of Objects. All Tangible Objects must belong to a subclass of the class of Tangible Objects. The Secretary in charge of tracking Tangible Objects and their properties is the Secretary of Economics. All Tangible Objects belong to the State, but may be controlled by various Players. Each Tangible Object has a property which is it's controller, and which must be a valid Entity. If the Entity which controls a Tangible Object ceases to exist, then that Object ceases to exist.
TOUCHABLE
[ The object ceases to exist so that by default, Tangible Objects are not tradeable ]
Create Section 6-1-0: Tradeable Objects with the following BARTER-delimited text:
BARTER
There exists a class of Tangible Objects known as Tradeable Objects. All Tradeable Objects must belong to a subclass of the class of Tradeable Objects.
Any Tradeable Object may be exchanged between players. A player initiates a trade by publicly stating the offer and what if anything is required in return and the type of trade. Unless otherwise specified in the rules Tradeable Objects may only be traded in positive integer quantities and a player may not offer more of a Tradeable Object then they have. A trade may only include Tradeable Objects. Any player who owns enough of everything required in return may accept the offer publicly.
A trade may be either an instance trade or a repeated trade. If the trade is an instance trade then as soon as it is accepted the Objects are transferred. When a repeated trade is offered the offering player must also specify under what conditions the trade should occur. Whenever those conditions occur, the trade happens. The conditions for a repeated trade may only involve times and dates, not things happening in the game.
When a trade occurs, the controllers of the Objects change to those specified by the conditions of the trade.
When the Entity controlling a Tradeable Object ceases to exist, the controller of that object becomes The State.
BARTER
Create Section 6-1-0-0: Vouchers with the following CREDIT-delimited text:
CREDIT
Vouchers are a type of Tradeable Object. The State creates all Vouchers, and a player may once a week receive one Voucher and lose 15 Loyalty by declaring eir intent to do so.
CREDIT
Create Section 6-1-0-1: Proposal Commodities with the following MORESTUFF-delimited text:
MORESTUFF
Proposal Commodities are a type of Tradeable Object. There are three types of Proposal Commodities: Ideas, Words, and Terminologies. Terminologies may be abbreviated 'Terms'.
Proposal Commodities are produced by the State Mines. If a player controls at least one Voucher, e may operate the State Mines to receive a commodity of eir choice and lose a Voucher by privately notifying the Secretary of Economics of eir intent to do so.
If at the beginning of a MacroNomic week a player has fewer than
one of each proposal commodity and did not trade away any commodities in
the previous week, then that player receives one commodity of each type
they do not own.
MORESTUFF
Create Section 6-1-0-2: Vote Farms with the following REDNECK-delimited text:
REDNECK
Vote Farms are a type of Tradeable Object. Vote farms are measured in integral numbers of Acres. There is a Global Limit of 200 Acres of farmland, and there are always exactly 200 Acres of Vote Farms. Any Acres of vote farms not controlled by any other entity are controlled by The State.
REDNECK
Remove " if there are fewer than 100 acres of farmland being managed by all other players," from Section 2-0-0: Joining the Game.
Create Section 6-1-1: Victory Tokens with the following HOORAY-delimited text:
HOORAY
Victory Tokens are a subclass of Tangible Objects. They are recorded by the Secretary of Entertainment.
HOORAY
Add to the beginning of Section 2-0: Players the following ACTION-delimited text:
ACTION
Players are a subclass of Entities. Players have two properties: their Loyalty, and a list of titles that they hold.
ACTION
Add to the beginning of Section 7-0: Subgamers the following DELIMITER-delimited text:
DELIMITER
Subgamers are a subclass of entities. Subgamers that are not Players in MacroNomic may only control objects or perform actions defined in sub-sections of Section 7-3: Subgames.
DELIMITER
Replace the first sentence of Section 3: Referenda with the following SUBOBJ-delimited text:

For the purposes of the game, MacroNomic experienced a time-warp, which brought it from July 25, 1998 to August 1, 1998. In that period, no actions occured, and no MacroNmoic clocks or calendars progressed at all. After stumbling out of the time-warp a week later, the people of MacroNomic realized what had happened, and all clocks and calendars were updated one week accordingly; however, for the purposes of the rules only an infinitessimal amount of time passed, and so no bonuses or penalties were recieved by any parties. This bizzare phenomenon has been known to occur when many influential players in a Nomic need to go on vacation all at once, as was the case this time. No known reason for this exists, but some fringe scientists think that they can reliably reproduce the strange occurance. However, it has also been noted that these scientists are considered "eccentric" in the same way the sun is considered "warm". No panic concerning the time-warp is neccesary, as everything shall proceed in the most logical manner.

FARMER
A sub-proposal is a subclass of referenda. The Secretary of Truth is the Accountant for sub-proposals. They may only be created when a proposal defines one, and they are created and change states along with that proposal. NONE is always a legal vote for a sub-proposal, and a proposal which defines a sub-proposal must define at least two more. When a proposal which has a sub-proposal is accepted, the sub-proposal is also accepted. In any other circumstances, the sub-proposal simply becomes inactive. If a sub-proposal is accepted (thereby becoming inactive) then the winning possibility is selected. Corresponding to every actual vote on a sub-proposal a player has, there is a number of Effective Votes on that sub-proposal equal to the number of acres of farmland e manages. All effective votes of a player on a sub-proposal are of the same vote as the actual vote e cast. The winning possibility for the sub-proposal is the vote other than NONE which received the most Effective Votes, and the one listed first in the proposal if there is more than one; instead of this method a the proposal may specify a different way in which the winning possibiility (WP) is determined. Any instruction within the proposal which are conditional on the selected WP should then be treated as if they were part of a proposal accepted without a sub-proposal.

Go ahead and sue me for the vouchers I gain as a result of this prop and the next, as long as that's all you sue me for.

SPRINGBREAK
A player may go on vacation for not more than 6 weeks. To go on
vacation, e must publicly announce eir intent to do so. When a player returns from vacation, e must publicly announce that fact, and at that point may resume all of eir duties. A player is
also considered to have returned from vacation 6 weeks after e left.
While a player is on vacation, e may not perform any official game
action. A player on vacation may also not be penalized in any way for
actions not performed while on vacation. A player on vacation may not
be selected to judge a case, and if e is a Professor, e is not
required to become a teaching professor. This Section takes precedence
over all other Sections with which it conflicts.

This Proposal has a Sub-Proposal with the following valid votes: 5, 10, 25, 50, and NONE.
This proposal has a second Sub-Proposal with the following valid votes: SAFE, GREEDY, and NONE.
Amend Section 6-1-0-2: Vote Farms by appending the following REALESTATE-delimited paragraph, where 'x' is replaced by the Winning Possibility of the first Sub-Proposal:
REALESTATE
The State is required to accept all offers of a player offering x or more vouchers per acre of farmland, if it is possible for The State to do so and not prohibited elsewhere.
REALESTATE
If the winning possibility of the second Sub-Proposal is SAFE, append to that paragraph the following SAFER-delimited text:
SAFER
If performing the trade would give that player 40% or more of the acres of farmland, then The State must refuse the offer.
SAFER
I suggest that if you vote 5 on the first Sub-Proposal you vote SAFE on the second; otherwise, it will be too easy to buy a win (well, actually it would still cost 450 vouchers, but I feel better either having it cost 900 vouchers or not letting you buy a win). I do think that if a person has earned enough vouchers, though, they do deserve to be able to win, especially since after earning that many vouchers they have probably already won one or two games (or three or four) by loyalty. Hm, now that I think about it, to get 450 vouchers you'd need to have 450 props pass, and that means you'd have already recieved a minumum of 6750 loyalty points (ignoring the small number of vouchers recieved for secretartial positions) and so would have won 6 games and be close to winning a seventh. So go ahead and vote 5 and GREEDY.

Amend 4-1 to read as delimited by NEWITA
NEWITA
The Secretary of Foreign Trade is MacroNomic's Customs Officer. If MacroNomic
is not a member of the ITA, the Secretary of Love should request entrance
unless MacroNomic's request was previously denied. The State owns all
things imported from other nomics. The Secretary of Foreign Trade is
MacroNomic's Customs Officer. E should accept all non-conditional trade
offers. E should publicly announce when MacroNomic receives a conditional
trade offer if the conditional portion includes only exportable objects,
otherwise e should reject it. Any player may publicly offer to account for
a publicly announced trade. If that player holds enough objects to pay the
conditional portion, then the trade happens.
A player of MacroNomic may also offer a trade to another nomic. E
does so by personally informing the Secretary of Foreign Trade of the trade.
If the player holds enough objects to handle eir side of the trade then the
Secretary of Foreign Trade should offer the trade on behalf of MacroNomic. If
the trade is accepted then it happens, and is accounted for by the offering

Create rule 2-5, "Ultimate Advisory Council".
Create rule 2-5-0, "Higher Ultimate Advisory Council" reading as
delimited HUAC (took me forever to get that acronym to work)
HUAC
The highest honor a citizen of the People's Republic of MacroNomic
can receive is to become a member of the Higher Ultimate Advisory
Council. Membership is for life. There is no set way to become a
member except by a specifc proposal. No proposal may make anyone a
member unless it is marked as a nomination proposal. Both players and
former players may be members of the Higher Ultimate Advisory Council.
HUAC
Create rule 3-1-3-1, "Nominations" reading as delimited by GREATHONOR
GREATHONOR
Nominations is a marking. A proposal marked as nominations is a
nomination proposal. A nomination proposal only passes if two-thirds
of all players vote FOR it, and all members of the Revolutionary Party
vote for it. A nomination proposal takes no resources to make, and
gives no reward of penalty regardless of the result. This take
precedence over section 3-1.
GREATHONOR
Create rule 2-5-1, "Lower Ultimate Advisory Council" reading as

LUAC
It is a great honor for a player to become a member of the Lower
Ultimate Advisory Council (but not the greatest.) Players sit for one
month at a time. If a player is given a seat while they already have
one, they spend another month after all uncompleted terms are
finished. Players are given seats as specified in the rule.
After serving a month on the Lower Ultimate Advisory Council, a
player receives a medal. If it is eir first month, e receives a medal
reading "Sapenti venienti gloriam" (to the wise bringer of glory). If
it is eir second month, e receives a medal reading "Ei qui devovuit se

glorify MacroNomic). Every month after that, e receives a medal
reading "Permaximi defensori et socii rei publicae" (To the greatest
defender and ally of the republic).
If all the Sovereign Republics are voting members of Internomic, all
three liaisons will receive a seat on the Lower Ultimate Advisory
Council and this paragraph will repeal itself.

The entire purpose of this is to make it easier to fix grammar/spelling
errors in the rules without the need to propose for them to happen.
Anything more than simple fixes however should still require a proposal.
Create a new section 3-4 titled Speeling and Grammer Check with the
following SGC delmited text
SGC
A Speeling and Grammer Check (SGC) is a subclass of referenda. SGC's may
be created by any player and the Accountant for them is the Secretary of
Truth. The legal votes for an SGC are ACCEPT and REJECT with the default
vote being REJECT. The voting period on an SGC is 4 days. An SGC can
only contain corrections to spelling and grammar errors within the rules,
and only ones which do not change the meaning or intent of the rule. An
SGC which contains anything else immediately becomes inactive with all
votes reset to REJECT.
An SGC is enacted in toto if when the SGC becomes inactive more players
have voted ACCEPT than have voted REJECT.

I have two problems with Vouchers as rewards. First, there are too
many, and second, they can't be divided for Secretarylets.
Create rule 6-1-0-2-0, "Official Farms", reading as delimited by
DIVISIBLEREWARDS
DIVISIBLEREWARDS
Some vote farms are given out to officers as Official Farms.
Although these can be used to vote normally, they go with the
position. When a player becomes Secretary of a position which grants
Official Farms, the Farms are transfered to em from whereever they
were before. If the player designates an Active Secretarylet, all
such Farms e controls are transfered to the Ative Secretarylet.
Official Farms from a position may only be traded between
Secretarylets and the Secretary of a position, not to any other
player. If a player ceases to be a Secretary of Secretarylet of a
position, all Official Farms from that position are transfered to the
Secretary of that position, or Active Secretarylet if there is one.

Whenever a batch is destroyed, a new batch is created. All proposals
which become reactive on that day or active two days later are part of
that batch. One week after it is created, a batch is destroyed, and
all the proposals in it become inactive one by one. Unless otherwise
specified, proposals become inactive in the order they were distributed.
QUEUE
Retroactively create batches on each of the preceding 6 days.
Create rule 3-1-3-2, "Preemptive, Postemptive, and Ordinal Proposals"
reading as delimited by PPAOP
PPAOP
All proposals are either Preemptive, Postemptive, or Ordinal. Unless
otherwise specified, a proposal is Ordinal. Preemptive and
Postemptive are both markings. If a proposal is marked as both
Preemptive and Postemptive, it is Ordinal. When a batch of proposals
is destroyed, all the Preemptive proposals will become inactive,
followed by the Ordinal proposals, followed by the Postemptive
proposals. Proposals within a givin catagory become inactive in the
order they were distributed. This rule takes priority over rule 3-1-6.
PPAOP
Preemptive proposals should be unusual, the only time I cna think of
using them would large reorganizations, where you're dismataling rules
by paragraph or sentence and don't want it changed before youre
proposal can get at it. For instance P49, the one which reorganized
the rules, would have been preemptive. Postemptive proposals are more
common, they're for things which include sweeping changes to the
ruleset, like "replace all...". You want to be able to get new ones
as well. They should be used sparingly, but if properly used, will be
very effective without creating extra work for the SoT.

Create rule 3-1-7, "Streaks" reading as delimited by WINNINGANDLOSING
WINNINGANDLOSING
There is always one streak. It is either a passing streak or a
failing streak. A proposal is connected to another proposal if it is
connected to a proposal which is connected to it or was distributed
immediately prior to it, ignoring proposals which did not pass or fail
by vote. If the last proposal passed, the streak is passing, and its
length is the number of proposals which passed and are all connected
to the last proposal. If the last proposal failed, the streak is
failing and its length is calculated the same but using failed
proposals instead of passed ones.
WINNINGANDLOSING
The longer we go without failing a proposal the less risky it
becomes. At the moment I think we're around 40.

TEXTBOOKS
Pamphlets are a subclass of Referenda. The Accountant for Pamphlets
is the Secretary of the University. A Pamphlet can be in one of four
states: Preactive, Censorable, Approvable, and Inactive.
While a Pamphlet is Censorable, only members of the Revolutionary
Party may change eir votes on it. They are encouraged to vote based on
whether the text of the Pamphlet "glorifies and enhances the image and
reputation of MacroNomic". If, 7 days after a Pamphlet becomes
Censorable, there are more FOR votes than AGAINST votes on it from the
members of the Revolutionary Party, it becomes Approvable; otherwise,
it becomes Inactive.
While a Pamphlet is Approvable, all players may change eir votes on
it. They are encouraged to vote based on whether the text of the Paper
successfully "accurately educates its readers on the playing of
MacroNomic". If, 7 days after a Pamphlet becomes Approvable, there are
more FOR votes than AGAINST votes on it, the Pamphlet is said to have
been accepted, the player who made it becomes a Professor, and it
becomes Inactive; otherwise, it merely becomes Inactive. Pamphlets
which become Inactive without being accepted are said to have been
rejected. The default vote for a player who submitted the Pamphlet is
FOR.

Amend Section 3-2-2-0 to read as follows, delimited by MOREPUNISHMENT:
MOREPUNISHIMENT
Penalties are a subclass of referenda. The accountant for penalties is the Secretary of Justice. Penalties are created and change states along with their parent trials. The only players who may vote on a penalty are those who can vote on its parent trial. Possible votes are any specification of a loss of LOYALTY, a loss of Objects, public ridicule, expulsion, and the loss of voting rights on one or more proposals. Instead of the inactive state, a penalty becomes either accepted or rejected, as specified by its parent. When a penalty becomes accepted, if a majority of those able to vote on it voted the same way, then they appropriate Secretaries should carry out the penalty. If a majority did not vote the same way, the player to whom the penalty applies may chose from the votes.
MOREPUNISHIMENT
This allows judges to take away property in a case, as well as allowing for public ridicule (the least of all of the possible punishments, for very minor crimes). It also fixes a bug where if the judges all disagreed on the punishment, the criminal would get away scot free. Now, they merely get to chose from those choices the judges made.
