There are certain acts that are so heinous the rise to the level of being treasonous. An act is only treasonous if the rules say it is treasonous. If a player commits a treasonous act, e shall lost 5 loyalty points if e is not a member of the revolutionary party and 10 points if e is a member of the revolutionary party.
If a player is accused of committing a treasonous act and denies that e committed the act or denies that the act is treasonous, e shall present his case to the members of the revolutionary party. The members of the revolutionary party shall publish eir reasons for reaching eir decision individualy. Once all three members of the revolutionary party have published eir decisions, the act will be deemed to have happened and to be treasonous if and only if a majority of the member of the revolutionary party conclude thusly.
Create a rule called "Paranoia" with the following text:
There exists a counter-revolutionary movement. Membership in the
counter-revolutionary movement is treasonous. Any player who's vote is
not in accord with a majority of the members of the revolutionary party
for three straight proposals is deemed to be a member of the
counter-revolutionary movement. For purposes of this rule, a vote of
loyal is always in accord with a majority of the members of the
revolutionary party, a vote of none is only in accord with a majority of
the members of the revolutionary party if a majority of the members of

When a player is considered to be the Winning Player, the following steps
occur in order.
The University of MacroNomic is a branch of the Government which is dedicated to educating citizens of MacroNomic and other nomics of the glory of MacroNomic, as well as enlarging the size of MacroNomic. The Secretary of Education is responsible for the University.
When a player joins MacroNomic the Secretary of Education assignes them a random, non-teaching professor, unless there are no non-teaching professors or the player requested a specific professor. If the entering player requested a specific professor, and that professor is non-teaching, then that professor will be assigned to the student. When a player is assigned a professor then that professor becomes a teaching professor, and that player becomes eir student. The professor is expected to help the student learn about MacroNomic and how to play until the professor publicly declares that the student has graduated. Any player who has been a student for a whole month graduates immediately. When a student graduates, e ceases to be a student and eir professor becomes a non-teaching professor.
If a player wishes to become a professor, e must submit a paper to the Secretary of Education. The Secretary of Education should publicly distribute it. The members of the Revolutionary Party have one week to determine, as explained below, if it successfully "glorifies and enhances the image and reputation of MacroNomic." If a majority determines that it is successful it is then submited to the populace of MacroNomic as a whole, which has one week to determine, as explained below, whether the paper successfully "enhance the understanding of MacroNomic or nomic as a whole." If a majority determines that it is successful then the submiting player becomes a professor. A professor must submit a paper to be approved in the same manner every two months. If three consecutive papers from a given professor are rejected or e fails to submit a paper for 60 days then e ceases to be a professor. Whenever a paper is accepted the Secretary of Education may grant the professor whose paper was accepted a specialty. The specialty should be the field the paper was in, such as History. A player can be a professor in multiple fields.
Both determinations of the acceptibility of a proposal are done by
micro-proposals. The only votes on a micro-proposal are FOR, AGAINST, and
NONE. A player changes eir vote on the micro-proposal by informing the
Secretary of Education. The micro-proposal begins when the Secretary of
Education informs all people who can vote on the micro-proposal of the
contents of the paper. One week after the micro-proposal begins, it ends.
When it ends, the Secretary of Education informs all players of the
results. If there were more FOR votes on it than AGAINST votes, the paper
is accepted, and either moves on to the next stage or is accepted as a
paper. Otherwise the paper is rejected.
