Your proposal doesn't specify what recourse if the rules aren't followed. We need something voted into the rules that tell us how to proceed.

You are right; there is nothing in the rules that penalizes players for failing to follow them. But rule 101 does compel players to abide by the rules, and rule 113 allows a player to forfeit the game rather than suffer a game penalty. Are you saying that the rules need more teeth? It seems to me that this issue is beyond the scope of my rule.
