ESTABLISH THE INTERNOMIC COURT OF JUSTICE

1. Definition of terms used in this Rule:

a) Internomic Court of Justice (Court or InCJ) - Set of procedures and conventions for rendering judgments and rulings on questions involving Member Nomics.

b) Hearing - a formal session of the Court.

c) Petition - a formal request by a Member Nomic to convene a Hearing. It usually will contain the matter to be decided in the Hearing accompanied by arguments supporting a judgement of FOR and AGAINST, as well as the E-mail addresses of all parties submitting arguments.

d) Magistrate - recieves Petitions from Member Nomics, determines the validity of the Petitions, distributes the judgments or rulings from the Court to the petitioning Member Nomic and Internomic, sellects a Judge to convene the Hearing. The Magistrate is chosen by the Moderator from a list of consenting subscribers to the Internomic list. The Magistrate need not be an official Liason of a Member Nomic. If no subscriber to the Internomic list consents to act as Magistrate, the Moderator shall perform the duties of Magistrate.

e) Judge - Convening authority for the Court. Decides the verdit of the Petition. Has authority to question further any argument submitted with the Petition and/or the Liason for the Member Nomic submitting the Petition. Does not have subpoena power over Member or Nonmember Nomics. Chosen at random by Magistrate from list of consenting Liasons of Member Nomics. The Liason from the Member Nomic submitting the Petition may never be chosen as Judge.

f) Verdict - The only verdicts allowed by the Court are True and False. Only the Magistrate has the authority to render an Invalid or Undecided Verdict. Verdicts must conform (as far as is possible) to the Rules of the Member Nomic submitting the Petition at the time the Petition was filed with the Magistrate. Where the Rules specify "Game Custom" to be used to determine the Verdict, the Court will make an attempt to determine Petitioning Nomic's "Game Custom", but is not bound by this restriction.

g) Curfew - the time limit to render a Verdict. Default Curfew is fourteen (14) days from the point of a Judge being selected. Special circumstances may be used by the Magistrate to set a different Curfew than the default. Any difference in the Curfew must be made clear before a Judge accepts the Petition.

2. General Provisions:

a) Whenever there is no Magistrate, the Moderator shall post a message to the Internomic mailing list requesting volunteers from the subscribers to fill the position. If no subscriber volunteers, the Moderator shall perform the functions required of the Magistrate. If exactly one subscriber volunteers within seven (7) of the posting, that subscriber shall be appointed Magistrate. If more than one volunteer responds, the Modersator shall chose among them in a manner of eir own choosing.

b) Upon recieving a Petition, the Magistrate shall review the form of the Petition to determine its validity for Internomic Justice. If the Petition is found to be Invalid, it is returned to the Member Nomic submitting it, with the reasons for its invalidity. There is no time limit for resubmitting an Invalid Petition. If the Petition is found Valid, the Magistrate selects a Liason from a Member Nomic at random to serve as Judge, and forwards the Petition to the Liason. The Liason has four (4) days to accept the Petition and convene a Hearing or decline to judge. If the Liason declines to judge the Petition, e notifies the Magistrate of eir decision and the Magistrate again selects another Liason at random. If all Liasons from Member Nomics decline to judge the Petition, the Magistrate requests a volunteer from the list of subscribers in general. If no subscriber volunteers, the Magistrate returns the Petition to the Liason submitting it with the Verdict of Undecided. If a subscriber volunteers to serve as Judge, the Moderator has three (3) days to veto the assignment of the Petition to the volunteer.

c) Once a Judge has been assigned, e shall convene the Hearing. Once convened a Verdict of TRUE or FALSE must be rendered before the date of the Curfew. If the Judge has compelling reasons for not being capable of rendering a Verdict before the Curfew, e may request an extension from the Petitioning Nomic. The Magistrate must be informed of any request for extension of the Curfew and the response to the request. If the extension is not granted and the Judge still cannot render the Verdict before the Curfew date, the Magistrate shall reassign the Petition to another Judge, with the original Curfew date. If the Curfew expires and the Judge has not rendered a Verdict, a Verdict of Undecided shall be returned by the Magistrate and the Judge shall be dismissed from further deliberations.

d) During the Hearing, the Judge may privately question Players from the Petitioning Nomic who supplied arguments on the Petition. E may also question the Liason as to particular Rules involved in the Petition. e) Upon satisfying emself that all relevant information has been duly considered, the Judge shall render a Verdict on the Petition. The Verdict shall be forwarded to the Magistrate, who will review the Verdict for form and then release the Verdict to the Internomic mailing list. At this time the Magistrate shall declare the Hearing is closed.

3. Special Provisions:

a) Petition format: A Petition shall be considered Valid if it contains the following information in the sequence described:

I Statement. a single, clear declarative statement that may be answered true or false.

II Member Nomic submitting the Petition

III Argument(s) FOR the Petition. Each argument must be accompanied by the name and E-mail address of the Player submitting the argument. Any reference to a specific Rule must contain the exact wording of the entire Rule in the form in which it existed at the time the Petition was filed. There are no limits on the number of arguments that may be submitted.

IV Argument(s) AGAINST the Petition. Each argument must be accompanied by the name and E-mail address of the Player submitting the argument. Any reference to a specific Rule must contain the exact wording of the entire Rule in the form in which it existed at the time the Petition was filed. There are no limits on the number of arguments that may be submitted.

V Any special circmstances that may affect the Verdict, Curfew or eligility of a particular Judge. If there are no special considerations that need be taken into account, this section does not apply.

b) Declining Judgement. Any Liason of a Member Nomic who delines two (2) Petitions in any calender month shall have eir Internomic score reduced by one (1) Point and be declared inelible to Judge a Petition for a period of six (6) weeks.

c) Score effects of the Internomic Court of Justice. Upon successfully rendering a Verdict of TRUE or FALSE, the Member Nomic whose Liason served as Judge shall be awarded one (1) Point. Failure to render a Verdict before the Curfew date shall result in the Member Nomic having eir score reduced by two (2) Points.

d) Non-Liason Judges. Any subscriber to the Internomic mailing list who is not a Liason for a Member Nomic and serves a Judge shall be awarded a ceremonial gavel. For every five (5) ceremonial gavels, a black, silk Judges Robe shall be awarded. Other Rules may describe other ways in which gavels and Robes may be awarded or what effect they may have on the Internomic Gamestate. Any Non-Liason Judge who fails to deliver a valid Verdict before the Curfew date shall be barred from eligibility to Judge permanently. Other Rules may describe penalties for Non-Liason subscribers to the Internomic mailing list.

e) False statements. Arguments presented FOR or AGAINST a Petition may not contain a patently false statement or violate the Rules of the Nomic of which the author of that statement is a member. If a Judge finds evidence of such, e may, at eir discretion, summarily render a Verdict in opposition to the position argued by the author of that statement. If a Verdict is rendered based on this provision, it may never be appealed to the Internomic Court of Justice.

f) Preliminary Verdicts. A Judge may, at eir discretion, publicly announce a tentative Verdict to the Internomic mailing list, giving advance notice of the official Verdict and any reasoning for that Verdict. If the Member Nomic submitting the Petition has a substantive objection to the Verdict, an extension to the Curfew may be granted. Otherwise, an official Verdict is required before the Curfew date.

g) These provisions and regulations for the Internomic Court of Justice apply only to the InCJ. In no way will they be construed to limit, alter or enhance the normal CFJ system for Internomic. Other Rules may describe special procedures or possible Verdicts for the Internomic Court of Justice.

No other things are included in the essentials of the game state."

Comments which are not part of the proposal:

I'm not sure Agora's 'changing of the rules' as allowed by rule 114 is necessarily a 'Rule Change'; rather, it occurs to me that 'changing of the rules' is a proper superset of what is specifically defined in the rules as a 'Rule Change', at least it is that way in Acka.

Agora could have just as easily changed the rules to add an Immutable rule. Since they did not specify, the mutablity seems to be undefined. Rather than call for judgement on this, the rule created by this proposal should fix it regardless of whether this reasoning would be upheld by the Internomic justice system. Note that rule 101, which mentions the mutability of rule 216, no longer has scope.

Internomic subGames

1. There exists a class of entites known as Internomic subGames. They may also be reffered to as subGames. 2. The list of existing subGames is maintainted by the Internomic Games Masters' Guild (IGMG). Each member nomic may appoint one of its players to be a member of the IGMG. Member nomics are encouraged, but not reaquired, to appoint players involved with analogous classes of entities within their respoective nomics.

2. A listing for a subGame consists of its name, the name of its author, the nomic of which that author is a member, and a subGame description.

3. The IGMG also maintains a General Equipment section, which describes entities that may be used with any of the subGames in the subGames list.

4. Entities from the General Equipment section have no influence on Internomic entities outside the scope of the subGames in which they are used.

5. Equipment for a subGame is implicitly created when an instance of a subGame starts and is implicitly destroyed when the specific instance of a subGame in which it is used is over.

6. A subGame description specify the following things, even if the specification is "none."

a. Entities from the General Equipment section used in the specific subGame.

b. A list of entities specific to the subGame that can be used as part of the subGame. All the restrictions that apply to entities from the General Equipment section apply to subGame specific entities as well.

c. Upper and lower limits on the number of participants in the specific subGame. The minimum for the lower limit is 2. The lower limit may not be specified to exceed the upper limit. Either limit may be specified as an integer or or an expression such as "the number of active players when an instance of the game is instantiated", so long as the previous conditions of this sub-section are not violated. If a limit is specified as a non-integer, it shall be evaluated when the subGame is instantiated, and shall not "float" while the Game is in progress, unless the Game's rules specify otherwise.

d. The rules for the subGame.

e. The number of referees, and how those referees are chosen. Referees may neither win a subGame which they are refereeing, nor can they be penalized as a result of their particiaption in a subGame. They may be rewarded for acting as referees provided that the rewards consist of subGame Tokens, and the number of subGame Tokens does not exceed 5.

f. Conditions for winning the game.

g. Any additional information necessary to play the subGame.

8. Games may only manipulate Internomic entities as specified in this rule. The following manipulations are permissible:

a. subGames may specify a transfer of subGame Tokens from the IGMG to participants of referees in the game, subject to the restrictions specified by the rules of the nomic of which a player is a member, provided that at most 50 subGames Tokens are transferred from the IGMG to a specific instance of a subGame (or a particiapnt or a referee within the subGame). Each member of the IGMG should track this for members of eir own nomic.

b. subGames may specify transfer of subGame Tokens among participants, and fromthe participants to the IGMG. If subGames do not specify any provision for handling a case when a player does not have a sufficient number of subGame Token, then a referee has the option expelling such a player from the subGame.

9. subGames, or entities to the general equipment section are added to the list of subGames in one of the following ways. a. The acceptance of an Internomic proposal which describes a new subGame. b. The accpetance of an Internomic proposal to import a subGame from a member nomic. subGames are imported according to the applicable rules in the member nomic from they are imported.

10. subGames or entities from the General Equipment section may be removed from the list of subGames, or ammended by an Internomic proposal which is accepted according to the rules.

11. An instance of a subGame may only be started in accordance with its rules for doing so. A player may not join an instance of a Game in progress, except as specified in its rules. Any Game should be designed in such a way as to handle the contingency of any of its players or referees quitting it at any time. An instance of a subGame may not be started if there are the set of members of the IGMG is the empty set.

12. Particiaption in subGames in voluntary. No player can be forced to particiapte in a subGame, or to referee in one. A player may leave a subGame at any time.

13. Any player of any member nomic may particiapte in subGames provided that the nomic of which e is a member meets the following criteria: a. Has a class of entities defined to be analogous to Internomic subGames b. Has appointed a player as a member of the IGMG. c. Has defined means by which subGames Tokens can be created, and means by which players can become owners of subGame Tokens

14. subGame Tokens are Internomic entities. The IGMG is hereby granted the right to produce as many subGame Tokens as necessary for the purpose of giving them to participants and referees in subGame. Any subGame Tokens left over are the property of the IGMG and are not considered by any single member of the IGMG. Whenever there are no instances of subGames in progress the IGMG may own at most 50 subGame Tokens. Any excess Tokens are destroyed.

15. Any nomic which is a member of Internomic is hereby granted permission to create subGame Tokens.

16. Member nomics are encouraged to define rules by which description of entities analogous to Internomic subGames can be Imported by Internomic.

Create a new rule entitled "The naming of names"

I. A native Internomic name is a string with a maximum length of 32 ASCII characters, except for the colon character (:), which may not be used in native Internomic name. Only entities created within the scope of Internomic, that is, as part of Internomic play, or by a rule in the Internomic ruleset have native Internomic names.

II. Every entity in every member nomic which has a namealso has an Internomic name. The Internomic name of such entities is made up of three strings concatenated into a single string in the following order: The first string - the name of the member nomic in which the entity first appeared

The second string - the colon characer, i.e. :

The third string - the name of the entity within the member nomic in which it first appeared

III. The rules may define legal aliases which can be used instead of an Internomic name. A legal alias is a native Internomic name. The name of any player of any member nomic, as it is known within the nomic of which e is a member, is a legal alias for the Internomic name of that player.

Internomic  names.

II.
Every entity in every member nomic which has a name also has an
Internomic name. The Internomic name of such entities is made up of three
strings concatenated into a single string in the following order:
 The first string - the name of the member nomic in which the entity first
 appeared.

The second string - the colon characer, i.e. :

The third string - the name of the entity within the member nomic in which
it first appeared

This rule specifically does not apply to player names, either real names
or names used in the context of nomic.

III.
The rules may define legal aliases which can be used instead of an
Internomic name. A legal alias is a native Internomic name.

perceived dispute with Rishonomic according to decent diplomatic rules of
conduct, but rather declared war upon Rishonomic unilaterally and without due
process, and

WHEREAS InterNomic is the only entity that has jurisdiction over the various
member Nomics, and should therefore attempt to curb such barbarous behaviour,

BE IT RESOLVED, that if at the time this Proposal is adopted, Agora
recognizes RishoNomic as a Hostile Nomic for the purposes of its own
legislation, of as an Enemy Nomic for the purposes of Rule 335, or both,
Rule 215 shall be amended to read thus;

   Provisions to the contrary in this Rule notwithstanding, Agora is not a
   voting member of InterNomic. This paragraph shall be repealed from this
   Rule ten weeks after the adoption of this paragraph, or whenever Agora
   recognizes RishoNomic as a Neutral Nomic (both for the purposes of its

On the sixth day of July and January, every year, the Universal Nomic Organization Convention (UNOC) will be assembled. Its official name shall contain the year's last two digits and month number: UNOC on January 6th 1997 would be UNOC'97/1. The aim of the convention is to foster ties between nomics, their players, but also between groupings of players of various nomics which have common goals. It is also there to enhance the visibility of Internomic and of its members.

The moderator of Internomic will be the Director of the UNOC. The preparation of the UNOC will be arranged by the Director, to take place on forum(s) provided by a voting member of Internomic (called the Host Nomic) of the Director's choice. The speaker of the Host Nomic is called the Co-Director.

Anyone who is a member of a nomic, member of Internomic or not, may attend a UNOC provided they have registered to take part with the Director at least five days before the UNOC is take place. To be legally registered, a player must send their real name, the name they wish to go by, their home nomic's name (only one) and the name of that nomic's speaker, to the Director.

A player legally registered for a UNOC is called a Delegate to that UNOC. Two days before the UNOC is to take place, the Director must have sent information to every Delegate on how the UNOC is to take place. The format of the UNOC is left up to the Director, but the Home Nomic should be chosen to make sure adequate resources will be provided. A successful UNOC will have organized many forums covering many topics.

The UNOC should be opened by the Director at 6am EST on the relevant day, by a message to the Delegates. That message thank the Host Nomic, give an outline of the day's program and then list the info about each Delegate. The UNOC will close at 6am EST the next day with a message to the Delegates from the Director thanking everyone for coming and officially closing the UNOC.

Anything that is a duty of the Director may be done by the Co-Director. The Co-Director and all Liaisons to Internomic should assist the Director in preparing the UNOC. Should the Director have a problem attending the UNOC, the Co-Director may take over as Director.

The Host Nomic will gain 27 points. The Director and Co-Directors shall be awarded the Internomic Medal of Merit (IMM). The IMM is a recognized and protected mark of recognition of Internomic. It is a round medal on a red ribbon. It has a deep blue outer ring and a gold coin locked inside that ring.

If the Enemy nomic does not have a score equal to or exceeding the number of points the nomic is attempting to steal, than the thieving nomic shall lose that number of points.

Otherwise, the moderator shall inform the Enemy nomic that a theft is being attempted -- though it shall not be told by whom, or how much. The Enemy nomic shall then inform the moderator how much it believes is being stolen. If the Enemy nomic's guess is within five points above or below the number of points the thieving nomic is attempting to steal, the thieving nomic shall lose the guessed number of points and the Enemy nomic shall gain the guessed number of points. Otherwise, if the Enemy nomic does not guess within five points, or makes no guess within two weeks of being informed of the theft, the Enemy nomic shall lose the stolen number of points.

     sending a message to the moderator stating that they agree the act
     is objectionable.  If, within five days of the protest being made
     known, at least one voting player of Internomic (other than the
     nomic making the formal protest) seconds the formal protest, the
     moderator shall call a vote on sanctions.  No formal protests shall
     be permitted while a vote on shanctions is taking place.

     Immediatly after the moderator calls for a vote on sanctions, the
     moderator shall collect votes form all voting members for a period
     of two weeks.  Immediately after this period, e shall make known
     the results, which shall be as follows;

       i) If 25% or less of voting members voted FOR sanctions;
          If the protesting nomic is a player, it shall lose 10 points.
          The protesting nomic shall be forbidden from making any formal
          protests for a period of two months after the vote's
          conclusion.
          Any nomic that seconded the protest shall loose 5 points.

      ii) If more than 25% and less than 50% of voting members voted FOR
          sanctions;
          If the protesting nomic is a player, it shall lose 7 points.

This rule may be changed by a Request to Join (RtJ) from a non-voting member or an Add New Member (ANM) from a voting member. These are treated as proposals requiring the usual requirements to be enacted. The effect of such a proposal is to remove the word "and" from before the last Nomic's name in the list above and append ", and " followed by the requesting Nomic's name between the last Nomic's name above and the period. A non-voting member may only issue an RtJ once. If this rule is currently immutable then it may still modify itself, taking precedence over any rule that denys it that right.

Comments:

Currently adding new voting members requires amending this rule, which could be made difficult. This rewording allows the addition of voting members without an amend, and for non-voting members to ask to be admitted (but only once, so a Nomic that for some reason is not wanted to be admitted cannot flood the game).

A proposal to create a new rule with the following text:

I.
A new nomic called 'PlayNomic' is hereby created. PlayNomic is a
non-voting member of Internomic. Its initial ruleset is as follows:

'
Iron Rules:
--------------
90. PlayNomic is a Charter Nomic of Internomic. Its purpose is to
develop and manage an environment where players of member nomic of
Internomic can play various games together.
91. There are three types of rules. Iron rules, Immutable rules and
Mutable rules. Initially, rules in the 90's are Iron rules, rules
on the 100's are Immutable and rules in the 200's are mutable.
However rules subsequently enacted or transmuted regardless of their
numbers.
92. Iron rules may only be changed by an Internomic proposal.


Immutable Rules:
---------------
101 Obey the rules.
All players must abide by all the rules then in effect in the form in
which they are written down.

102. Adopting proposals.
All proposals made in the proper way shall be voted on. Three
condition must be satisfied for a proposal to be adopted:
1) a quorum must have been achieved.
2) The required number of votes must have been cast in favor of the
proposal
3)the prescribed voting period must have elapsed.

103.
Proposals Must Be Written Down

Any proposed rule change must be written down  (or otherwise
communicated in print or text based electronic media) before it is voted
on. If adopted, it must guide play in the form in which it was voted on.



104. Retroactivity

No rule may generate any effect that applies retroactively to a time
before the generation of the effect.



105.
Making Proposals

The proper way to make a proposal is to send it by electronic mail to
the current Speaker. The Speaker must then distribute the proposal to
all Players. The prescribed voting period begins at the moment that the
proposal is distributed by the Speaker.



106.
Rule Changes That Affect Rule Changing Rules

Rule changes that affect rules needed to allow or apply rule changes are
as permissible as other rule changes. Even rule changes that amend or
repeal their own authority are permissible. No rule change is
impermissible solely on account of the self-reference or
self-application of a rule.


107.
Voting Options

Players may vote either for or against any proposal during the
prescribed voting period. Players should send their vote by electronic
mail to the Speaker before the end of the voting period. Players who do
not vote within the prescribed period shall be deemed to have abstained.



108.
Permissibility Of The Unprohibited

Whatever is not explicitly prohibited or regulated by a rule is
permitted and unregulated, with the sole exception of changing the
rules, which is permitted only when a rule or set of rules explicitly or
implicitly permits it.

Numbering Proposals


The Speaker shall give each proposal an ordinal number for reference.
The numbers shall begin with 301, and each proposal properly submitted
will receive the next successive ordinal, whether or not the  proposal
is adopted.


110. What is a rule change?
A rule change may be one of the following:
1. The enactment, amendment or repeal of a mutable rule
2. The transmutation of a mutable rule to immutable or vice versa

111. Resolving conflicts.
If two or more mutable rules conflict with one another, or if two or
more immutable rules conflict with one another, then the rule with the
lowest effective ordinal number takes precedence. If at least one of the
rules in conflict explicitly says of itself that it defers to another
rule (or type of rule) or takes precedence over another rule (or type of
rule), then such provisions shall supercede the numerical method for
determining precedence. If two or more rules claim to take precedence
over one another, or to defer to one another, then the numerical method
must again govern.  Mutable rules always defer to Immutable and Iron
rules. Immutable rules always defer to Iron rules

112. Sovereignty.
The rules may be changed either by a proposal which has been accepted
according to the rules, or by an Accepted Internomic Proposal.



Mutable Rules:

201. Quorum
Quorum is defined as 50% of the active players.

202.The prescribed voting period.
The prescribed voting period on a proposal is seven days, from the
moment  it is distributed by the speaker.

203.When Proposals Take Effect

An adopted proposal takes effect at the moment the Speaker announces it
has been adopted.

204. The Speaker, Players and Guests.
A player is anyone who is registered as a player. A person may register
as  a player by notifying the Speaker that e is registering as a player.
Any person who is a player of a nomic which is a member of Internomic
may register as a player of PlayNomic. No other person may register as a
player. The first Speaker will be appointed by the Internomic Moderator.

The Speaker is also a player, and may submit proposals and vote on
proposals.

Any player of a nomic which is a member nomic of Internomic may become a
Guest by notifying the Speaker of PlayNomic that e is becoming a Guest.
Guest may participate in sub games, and may acquire awards in accordance
with the rules. Guests may not vote on PlayNomic proposal, and may not
submit such proposals. Guests may not be Referees in sub games.
Guests may submit CFJs.



205. Calls For Judgement.
1.
Any player who has a question or complaint about any matter concerning
the laws and their interpretation may email their statement to the
Speaker,
who will then distribute it to the rest of the Players. A call for
judgement is then incurred on that statement.

2.When Judgement has been called for, a Judge is randomly selected from
among the other registered players by the Speaker. The player selected
has 3 days in which to accept or refuse the appointment by posting to
the Speaker. Any player who does not respond to selection in 3 days is
deemed to have refused appointment. If a selected player
refuses appointment, then a further random selection is made from the
remaining pool.

3.
Having accepted the appointment, a Judge has exactly one week in which
to post an official Judgement.

4.There are only three possible Judgements:  (1) True; (2) False; or (3)
Invalid. A Judgement may be accompanied by reasons an arguments, but any
such reasons and arguments form no part of the official Judgement
itself.

5.All Judgements must be in accordance with all the rules then in
effect.
When the rules are silent, inconsistent, or unclear on the statement in
question, however, then the Judge shall consider currently existing game
custom and the spirit of the game in reaching a decision.

6. If any player feels the judgement is wrong, e may appeal it by
invoking an Internomic call for justice. The statement must call to
change the verdict the of the CFJ, and to what verdict it should be
changed.

7.
If a statement on which Judgement has been called is Judged to be true,
and that Judgement is not overruled, it does not thereby become a rule,
or any part of a rule. It merely becomes an explicit part of currently
accepted game custom until such a time as it is overturned or
superceded.




206. Required number of Votes.
The required number of yes votes for a proposal to be accepted in 3/5 of
the number of legal votes cast on that proposal.


207. Each player has exactly one vote per proposal

208. A player may retract any proposal e has authored, provided the
voting period for that proposal has not elapsed yet, by posting a public
message to that effect.


209. The Speaker is also the Liaison to Internomic.
Whenever a decision has to be made in Internomic, the Speaker will post
all relevant  information, and specify all the possible outcomes, and
all the players shall vote on it, by sending at most one vote each to
the Speaker.
If out of all the possible outcomes at least one receives over 40% of
the votes, and it also receives the highest number of votes, then that
outcome becomes the decision of PlayNomic. If no outcome receives at
least 40% then the Speaker shall present the two possible outcomes that
received  the largest number of votes, and players vote for either of
those two outcomes. The one that receives the largest number of votes
becomes the decision of PlayNomic.
Should it not be possible to execute the second round of voting due to
ties. Then no decision is taken.

The voting period on Internomic decision is 7 days or until all the
players have voted, whichever comes first.


210. Awards Committee.
The Speaker shall appoint an Awards Committee. Whenever there is no
awards Committee, then the Speaker becomes the Awards Committee, until
such a time as he has appointed an Awards Committee.
The Awards Committee is made up of 1-3 players. It is the duty of the
Awards Committee to keep track of all awards, tangible and intangible
given to Players and Guests as a result of participation in subgames.
Should a player decide to transfer any of eir Tangibles to another
nomic, and the transfer succeeds, then the Awards Committee  need no
longer track that entity.

II. The moderator of Internomic shall appoint a PlayNomic's First
Speaker, pending the appointed person's agreement. The Appointed player
must be an active player of a nomic which is a member of Internomic.

III. Once PlayNomic has a Speaker, this rule will be amended to read in
full:
'PlayNomic is a Charter Nomic of Internomic. Its purpose is to develop
and manage an environment where players of member nomic of Internomic
can play various games together. Initially it is a non-voting member of
Internomic, although its status can be changed to voting in accordance
with the rules.
Should it ever become the case that PlayNomic has no players, it will
continue to exist, and the first player to join PlayNomic will become
its New Speaker.'

the old moderator is relieved of eir duties.  If the moderator
does return within 30 days, the acting moderator is relieved of
eir duties.

While the moderator is on a leave of absence, the term moderator, as
used in all other rules, shall be construed as 'acting moderator'.

For the purposes of this rule, 'player' must be a natural person.

Create a Rule entitled "Bureaux de Change" with the text:

Member Nomics of Internomic may possess currency units, to be known as Subers. There is a theoretically infinite capacity to create Subers, but they may only be created, destroyed or transferred as described in the rules.

Each time a Member Nomic submits a proposal, 1 Suber will be created in its possession. Each time a Voting Member Nomic votes on a proposal, 1 Suber will be created in its possession.

At all times the number of Subers possessed by a Member Nomic shall be a non-negative integer.

Amend 213 by appending the sentence: If the nomic selected to judge an SFJ does not deliver judgement on this SFJ within two weeks, it shall cease to be selected to judge this SFJ. The moderator shall then randomly select another nomic to judge this SFJ. E may not select Internomic, the nomic that made the SFJ or any nomic that had been selected to judge the same SFJ before. If this leaves no possible selection, the SFJ shall instead be treated as if it had just been submitted as a new SFJ by Internomic.

Whenever a proposal containing to transformation rule change is accepted, the member nomic that proposed it shall gain two points.

Whenever such a proposal is accepted with no votes against and the number of voting members voting for it is equal to or higher than the number of voting members abstaining, the member nomic that proposed it shall gain eight points instead of two.
