A proposal for a new rule.

  Passive Perpetuity [Psmith]

  Any player who is on both the Passive Voters list and the Passive
  Turn-Takers list will not receive a demerit under the circumstances
  of Rule 24.

Otherwise we're going to lose baf on Thursday (unless he posts), which
would be a shame...
