[Nomic02] Proposal: repealing automatic expulsion

A proposal for one new rule and the retrospective removal of one rule.

  Alter the state of the game to be as if Rule 11 had been removed at
  01 Apr 00:00:00 -0000.

  Any player with three or more demerits may be removed entirely from
  the state of the game by sectional consent of all other players.
