[Nomic02] Ratifications: HMS and Ac-tor

The following two proposals have now been supported by all players:

Highly Mobile Servitude [Jota]:
  Once per turn, the active player may choose to move his or her servant
  by posting intention to do so. This may be done before, after, or
  instead of moving oneself, at the player's discretion.

I Am An *AC*-tor! [Jota]:
  The notion of which player is the "active player" shall be considered
  a part of the state of the game.

One hour from the timestamp of this message they will go into effect as
two new rules, whose numbers can be figured out later.
