[Nomic02] Turn: Psmith's (phased) turn

Since I won't be around now until I get back from Baycon, my actions for
when my next two turns roll around (if needed):

Phase Thirty-one : I fly to the Attic, and end my turn.
Phase Thirty-two: I fly to Washington, DC, and end my turn.

I furthermore put myself on the Passive Voters list.
