Comments on the "Streaker" proposal:
If just the Streaker gets a good start on a streak, his streak number will
be ever increasing, as his own votes make sure that there will be quite a
lot of surplus votes. And while the hot streak may end if a proposal fails
to get quorum, a cold streak will never end.
So I find that the Streaker is way to powerful.

By looking at past votings, I see no reason to assume the 'ever increasing'.

Subject: deNomic Validity of rules

Last night some of us talked about what to do if one of the rules was
rejected at the vote but was nevertheless (due to an error by the Speaker)
publicly announced as being accepted.
It is my opinion that we should follow the rule anyway until the time that a
player publicly points out the error and asks to have the rule removed. At
that time, it should be removed immediately. If and only if the player
complains quickly after the "adoption" of the rule, the removal should be
retroactive.

UNDECIDED
Comments [partially repeating my earlier letter]
I don't accept that the foundation can have a debt at all. If the salaries
are not paid, that is clearly a breach of the rules, but that is the end of
it; the unpaid salaries don't accumulate as debt.
Therefore, I find it impossible to determine, how the agricultural officer
should act with regards to this undefined concept of "debt".

Debt is clearly defined. That is what you have if you have an obligation to
pay and you have not paid yet. Since the OoA has the duty to pay salaries,
he will have debt until he pays. Sometimes he only has debt for a couple of
seconds.
The only case which might allow the annulments is according to Rule 480.
This rule prescribes that no payment is made if payment is _impossible_,
which clearly is not the case here.
Since an 'undecided' Judgement cannot be overturned, I make this Statement
to be Judged:
"The Agricultural Foundation must pay 17 Vegetables to Ole and 3 Vegetables
to Kira."
Since we are in a Pause now, the appointed Judge for CFJ 25 has two weeks.

The statement of the CFJ could be something like "Proposal # has not been

My judgment is:
UNDECIDED
Comment:
The sentence to be judged does not make the timing clear. Are we talking
"must pay" as _now_, or some time ago, or perhaps in the future?
Of course, I can guess what is meant by looking at our discussion, and I
find it quite reasonable to take the discussions into consideration when
judging. But only to some extent. The sentence to be judged must still be
unambiguous when it is read by itself.

To perhaps clear up our ongoing vegetable discussion, I make the following
CFJ:
"When rule 473 says '...salaries are to be paid on Wednesdays' this means
that salaries must be paid on the first Wednesday after being earned."

Currently, the streak number is 10. Though the current number means nothing
since the streaker is in neutral mode, it seems likely that a streak number
of, say, -10 could easily be achieved during a cold streak.
Then the streaker casts 10 votes against the next proposal, effectively
ensuring its defeat with some surplus votes. So the streak number might
then become -13. Every proposal will be defeated, and the number of votes
by the streaker will always increase.
This can only end when the streaker decides to switch mode. For the other
players, the game is blocked.

Seeing that we have no set procedure for electing Officers, I hereby declare
all Players candidates for the Office of Punishment.
The ballot for next distribution will contain as one of the items 'Election
of Police Officer'.
