Rule 334 - mutable
Death of a Citizen
If a citizen has shown no sign of life for 14 days, the citizen is
considered dead. A dead citizen shall not be considered a player.
If a dead citizen later proves conclusively that he/she is in fact alive,
he/she must immediately be revitalised as a player.
Sign of life is defined as an email from the citizen to the speaker.

As I have now assumed the offices of agriculture and monsanto man, I have the following announcement:
1) The vegetable-salaries that the foundation illegally failed to pay in previous weeks are annulled. In other words, the debts of the foundation are not honoured.
2) Payments due tomorrow, for salaries earned in the period of May 26-30 and June 20-23, shall be payed by the foundation. The payments shall be made in generic vegetables. This amounts to 3 vegetables for Ole, for deciding 3 votes, and one for me as officer of agriculture.
3) A value added vegetable tax is introduced, beginning next turn, and continuing for future turns until retracted by the officer of agriculture. The tax is 100%.
4) Every wednesday morning, a generic vegetable shall be grown for the foundation.
5) No poison shall be spread by me in the immediate future.

I see your refusal to honour the debts of the foundation as a breach of Rule
101.

I interpret rule 473 so that the salaries due must be paid on the first Wednesday after they are earned. Thus they are the responsibility of the player who holds the office of agriculture at that time.
I don't believe I am authorized to make payments that don't pertain to my period of office.
Also, I don't accept that the foundation can have a debt at all. If the salaries are not paid, that is clearly a breach of the rules, but that is the end of it; the unpaid salaries don't accumulate as debt. But it would be a good idea to be able to punish the officer, when payments are ignored, cf my new proposal.

During a Hot Streak, the Office of Streaking votes for all proposals with
all of its votes.
During a Cold Streak, the Office of Streaking votes against all proposals

A Streak ends the moment the Office of Streaking votes for a defeated

At the time when I wrote that, while I knew that it was the right thing to
do, I had not yet found the reasons why this was right. Consequently, I
expressed myself rather badly. A more correct formulation would be: I don't
recognize that the foundation has nor is able to have any debt.
