[Really take a good long look at this before you vote no on it. I don't completely like everything it does (for example, I don't think there NEEDS to be a Silly Vacation Hat Rule); however, it cleans up entities in a way that should have been done a long time ago. For example, look at the current state of rule 2-4. The poor thing defines BCR, all the awards, how to get all the awards, and a MOON. I like all of that. But not in the same rule. I think we should be more careful about where we put these things. IMHO, this prop makes entities a lot more logical. The only real change I make is to make Medals count as Garments (which only makes sense, since you wear them).] The rule-harfer gains 3 points [I know, I'm giving myself points, but this is going to be pure hell to harf. [I was glancing through the officer rules and I saw that the problem that was pointed out with presidential elections occurs in other elections too (Speaker, for example). Repeal Rule 3-6, "Criminal Justice". Create a new Rule, numbered 9-2, titled "Infringement Notices", with the following TIN-delimited text: TIN It is a privilege of the Office of Justice to issue Infringement Notices. Infringement Notices shall be numbered in ascending (preferably consecutive) order from 101, and may be referred to as INx, where x is their number. Infringement Notices are issued by posting them to a public forum. An Infringement Notice must include the following items: (a) The name of an Ackanomic player. (b) The name of a Crime. (c) The date the crime in part (b) was committed by the player in part (a), where this date is more recent than 30 days prior to the date of issuance of the IN. (d) A penalty, which shall be a fine of no more than A$100. No two INs may contain the same values for (a),(b), and (c) - any attempt to issue a second IN with the same values as a previous IN does not actually result in the issuance of an IN. The player named in section (a) of the IN has seven (7) days to either reject or accept the IN. If no response is made within the 7 days the IN will be deemed to have been accepted. When the IN is accepted, then the amount of the penalty will be transferred from the player to the Treasury. If this would result in the player having a negative number of A$, however, the player's state is changed to Vacationing. If the IN is rejected, a Kangaroo Court, which is a Type of Hearing, shall be called. The valid responses are "Guilty" and "Innocent". The Justice who issued the IN shall be Hearing Harfer, and only responses from Justices shall be recorded. This paragraph overrides Rule 5, "Hearings", in the event of a conflict. If the verdict of the Hearing is "Guilty", then the player named in the IN shall pay double the penalty (even if such payment results in em going into debt), and shall be placed on Vacation. If the verdict of the Hearing is "Innocent", then the Justice who issued the IN shall pay the penalty to the Treasury (even if such payment results in em going into debt). TIN [Now to remove CFCJ references in the rules.] In Rule 1-4, delete the text "or CFCJ penalty," from Section 2. Delete section (iv) from Rule 3-1 and renumber other sections accordingly. Delete the third paragraph of Rule 6-5-8-1, "Heraldry". [This deals with abatements for having CFCJ verdicts against people. It seems unnecessarily pointless.] Delete "or CFCJ" wherever it occurs in Rule 7, "Entities". Delete section 2) of the list of permissible actions in Rule 9-1, "Gaol", and renumber the other sections accordingly. Amend section 8) of the list of permissible actions in Rule 9-1 by deleting the text "or CFCJ".

When a Proxy is created, the three required characteristics must be unambiguously specified. Any benefits or penalties incurred due to the Proxy are applied to the Player named in the Creator Characteristic of the Proxy. Create a new Rule, numbered 4-9, titled "Camelot", with the following BLAH-delimited text: BLAH At noon every Sunday, the Complete And Magical Excellent Lottery Of Torture (or CAMELOT) is performed. This amazing lottery enthralls Ackans, for it brings the risk of both great reward and great misfortune. However, if there are fewer than 10 active players on any one Sunday at noon, the lottery does not happen that day, to much wailing and gnashing of teeth. The lottery is conducted in the following manner: (1) The OiCoRT chooses 6 distinct random active players in order. (2) Each player so chosen receives the prize (or penalty) from those below which matches their position. The first player receives 1000 Mannna. The second player receives a Chartreuse Goose Card. The third player receives A$500. The fourth player receives a Chartreuse Goose Card. The fifth player receives 50 points. The sixth player receives a Yellow Goose Card. BLAH [I don't believe 50 points, once a week, to a random active player, will skew the game too much. This proposal also increases the number of Goose Cards running around, which should lead to some interesting changes in strategy (remember, when you get a Goose Card you cannot achieve a Winning Condition).]

If this proposal was not boring, Emperor Ai! Pedrito! loses 6 points and A German Dog gains 6 points. Create a new rule numbered 13-4 titled 'Pax Imperium' with the following text as delimited by IMPERIUM_RULES IMPERIUM_RULES The Imperium once ruled Ackanomic. Those players who are legally able to assume the Ackanomic Names of JT, Studge, and Emperor Ai! Pedrito! are Imperial Governors (retired). No other players and no non-players are Imperial Governors (retired). The Coliseum is a Sumptuous Building located in the Wilds of Ackanomic equidistant from the Town and the City. It is a common location. Around the perimeter of the Coliseum are statues of every player (and the members of any group) mentioned in rules that have 13 as their first number. On the first Sunday of every month evenly divisible by two, Gladitorial Games are started at the Coliseum. If there are less than two players eligible to participate in the Gladitorial Games, then this paragraph repeals itself. When Gladitorial Games start, a majority of the Active Players who are Imperial Governors (retired) select a game from among the Games and Contests defined by the rules which are playable by two players. Should no Game or Contest be defined, or if there are no Active Players who are Imperial Governors then no games will be held during that month. Once the game is chosen, two Gladiators are chosen. Should insufficient players volunteer, Gladiators will be chosen randomly from all eligible active players. Players with two Laurel Wreaths (of any color) are ineligible to participate. The game is then played by the two Gladiators as if it were a Duel (with all attendant penalties and rewards). One of the Imperial Governors (retired) will be the Referee should one be required (which one decided on amongst the Imperial Governors (retired)). At the end of the Duel, the winner is given a Green Laurel Wreath. Laurel Wreaths are Medals which are manufactured in the colors of Green and Gold. They have no special game effect, but their owners should be regarded with respect. IMPERIUM_RULES Each Imperial Governor (retired) is given two Gold Laurel Wreaths.

[ Our ultimate goal here at WoW is to "replace the Rules for Ackanomic with the rules for draughts," where "draughts" may be taken as an unambiguous misspelling of "checkers." Our straightforward attacks have failed; perhaps lateral thinking can still save the day. ] Replace each instance of the string "Ackanomic" in the Rules and all other Official Documents with the string "The Rules for Checkers". The Four Tops' "Same Old Song (With A Different Meaning Since You've Been Gone)" begins playing on the ASS.
[ Certain players seem to think the amount of Crime in Ackanomic is insufficient. Let's show them. All we have to do is ] create a new Rule, numbered as the Rule-Harfer chooses, (in the Crime section, wherever that is today, would be a good idea), entitled "The Caped Crusader Lives!" with the following MIAMI-delimited text: MIAMI There is nothing wrong with Ackanomic's Crime rules as they stand. To insinuate otherwise is to commit the heinous Crime of Insubordination, which shall be punished as harshly as possible. Suggested penalties include: being forced to listen to (and summarize) heated debates on pointless topics, such as whether Acka has an "economy"; being locked in the Library while the ASS is stuck on maximum volume playing Back Street Boys; and refereeing a game of Word Un-Association. The Crime Rules are perfect. Ackanomic is perfect. The Chartreuse Goose is your friend. Are *you* happy, Citizen? MIAMI
If this proposal is not Boring then take two points away from Studge and give two points to Emperor Ai! Pedrito! [for doing my numbering for me]. Create a rule numbered as the Rule-Harfer sees fit (with the rest of the Win Conditions would be a good place) with the following PAYMENTFORCAPITAL delimted text. PAYMENTFORCAPITAL Any player of Ackanomic to cause Ackanomic to recieve actual currency in excess of 10 US dollars (or the equivalent value of any other currency) from some source in the extra-nomic "real world" (other than emselves or some other player) shall have achieved a win condition. Players who win in this manner shall be given the title "Nomic Benefactor". PAYMENTFORCAPITAL
{{[ What happens if the greatest number of reincarnations is shared by more than one player? Rule 4-6 appears to assume that this will not happen, as it assigns the title Third Cat to _the_ player who has been reincarnated the most times. Likewise for Passive Contemplator, although a tie is much, much less likely to occur there. This proposal will fix the situation by specifying that these titles only change hands when the current title holder is surpassed by another player. Oh, and ObExtortion: I just thought I should mention that with this proposal I am reincarnated a fourth time, thus tieing Robert Sevin for the most reincarnations. :-) ]}} Amend rule 4-6 (Reincarnating into the Third Cat) by replacing the second paragraph with the following KARMA-delimited text: KARMA Third Cat is a unique title. If a single active player active player has been reincarnated more times than any other active player, but does not have the title Third Cat, then that player receives the title Third Cat. Passive Contemplator is a unique title. If a single active player has a greater difference between the numbers of two his chronologically consecutive proposals than does any other active player, but does not have the title Passive Contemplator, then that player receives the title Passive Contemplator. KARMA {{[ P 4331 may have added a square-bracketed comment to the text of rule 4-6 that appears to have been intended as a comment in the proposal only. As long as I am mucking about with the rule, I may as well remove any doubt. ]}} If the text of rule 4-6 contains any square brackets, then those brackets and all text enclosed by them are removed.
Create a new rule titled 'Evil Twins' with the following SIAMESE delimited text SIAMESE Every player may have an equal and opposite player known as their Evil Twin. A player may as a public action declare another player to be their Evil Twin. If the player so named issued a declaration naming the first player as their Evil Twin within 3 days, then those players are Evil Twins. If either of the players had an Evil Twin before this declaration occured then those players are no longer Evil Twins. Each player may only have one Evil Twin. A player may as a public action declare that their Evil Twin is no longer their Evil Twin. If either member of an Evil Twin pair makes such a declaration then those players are no longer considered to be Evil Twins. When votes are tallied, if the Evil Twins cast votes with the same sign, then one of the two twins, chosen at random has the sign of their vote reversed. If the Evil Twins both voted 0, it is considered to be the case that one of them voted +0 and the other voted -0 and thus no change occurs. SIAMESE

{{[ I realized as I was perusing the rules that a proposal could be both boring and harfy, and this seems kind of odd to me, so I'm going to attempt to fix it. I also fix null, harfy proposals. Null Proposals If an accepted proposal does not become a new rule or generate at least one valid effect under Rule 2, then it is a "Null Proposal". No points are scored by any player via the preceding provisions of this rule from the acceptance of a Null Proposal. VII. Boring Proposals A proposal is Boring if and only if the majority of votes cast on it, ignoring votes of exactly 60 or -60, were between -59 and 59 inclusive. Reductio loses 5 points and Red Mao Gang gains 5 points. Append the following quoted text, "Order of the Hyperactive Aardvark (HA)", to Rule 4-10 where appropriate. Create rule 3-99 with the following text delimited by OLDER_FIXUP OLDER_FIXUP All players (on-ice, vacationing and active) immediately recieve ranks in the Order of the Hyperactive Aardvark based on the proposals which they submitted during their first three months as a player of Ackanomic. This clause takes precedence over all rules with which it conflicts, most especially rule 4. After all players have recieved the ranks in the Order of the Hyperactive Aardvark granted by this rule, this rule repeals itself. [This is needed so that it can in fact take precedence over rule 4 since if it was numbered anything higher than 4, 4 would win the precedence battle since it claims precedence over all rules] OLDER_FIXUP Create a new Rule 4-10-2 named The Hyperactive Aardvark with the following SCARED_ANTS-delimited text: SCARED_ANTS {{[While I researched for this proposal, I noticed that there's really not all that many people who fall within the bounds of the three-month portion of the proposal who are more recent players. Perhaps an incentive for new players to put audacious proposals (by the standard of Newbies, who may feel slightly awkward at the weirdness of it all) out early might get them more involved in the game in the long run. If this proposal passes, I offer to help the Financier find out just who should get this order.]}} The auspicious Order of the Hyperactive Aardvark seeks to recognize those people with an inordinate compulsion to create rules and ammendments as swiftly as possible in Ackanomic. The Order's breadth extends from the period 3 months after the founding of Ackanomic [because the initial rule set was sparse enough that the first bunch of rules were created quickly and without much difficulty] to however long the Rule remains in the rule set. During the first three months after a player has joined Ackanomic, any proposal which they authored which creates at least one new rule gains the author the next successive rank in the Order of the Hyperactive Aardvark.
