New propose[Nomic-ML, 22] is following:

I want to change rule No.203. Now this rule provide that a rule 
change is adopted if and only if the vote is unanimous among the
eligible voters.
I propose the new rule that a rule change is adopted if and only 
if the vote is get a imajority among the eligible voters.
