(*1) except in the final few hours of every month, when the month (UTC) is different from the month (local time), due to a bug in elm, which prints the time zone as +1900 instead of -0500 during these times, or other weird things.

(*3) mail shows +0000 time zone, but correct local time for +0100 during DST. This is correct during standard time.
(*4) mail shows -0800 time zone, should be -0600. (*5) mail shows +0000 time zone, should be -0600. (*6) mail shows the right time zone, but time about an hour and 15 minutes to an hour and 30 minutes fast.

If you use Netscape to send mail under Windows 3.1, you need to put a statement
TZ=EDT05
(or similar for other time zones) in your autoexec.bat or else it assumes you are on US pacific time.
