GOBACK
The B-Ack is a fearsome creature known to inhabit the Wilds of Ackanomia.
It cannot be located by any glance at the map, because of its ability to
camouflage itself into more acceptable surroundings. It has been sighted,
at times, latching on to the bottom of important rule web pages, and
cursing travellers to those pages with its fearsome cry of "BEE - ACK!"
The B-Ack is an unownable entity.
Ackans who visit the Wilds of Ackanomia must be careful to avoid the Curse of the B-Ack. It is therefore best that they keep quiet when in the Wilds. Therefore, each day that a player is in the Wilds of Ackanomia and posts a public message, there is a 40% chance that the B-Ack will hear the player and chase them on the following day. The player will be treated as if e had Gone Postal. This is because (i) further public messages ruin a player's attempts to elude the B-Ack, and thus lead to further hiding, and (ii) the only weakness of the B-Ack is good poetry.
The one exception to the above paragraph is when the B-Ack hears a player on a day that the player is launching a spaceship. In this case, there is a 50% chance (as determined by the Officer in Charge of Random Things) that the B-Ack will be transported to the destination of the spaceship. As there is only one B-Ack in the whole of Ackanomia, this rule will then repeal itself. If the B-Ack is not transported to the spaceship's destination, then the player instead steams the B-Ack with the spaceship exhaust, having no effect other than to make the B-Ack angry.
Players who encounter the B-Ack are encouraged to publicly give a description of its physical characteristics (note that these should be vague). This description should only be given once the player is no longer in the Wilds of Ackanomia, and only one description may be sent by a player for each time they are chased by the B-Ack. Posting such a description earns a player 6 points.
Scientists are permitted to sneer at any such description, claiming such a
creature is "physically impossible", and gain 2 points for doing so,
provided they sneer within 3 days of the public posting of the
description.

All players have a Drawbridge Attribute. It is either "Drawbridge Up" or
"Drawbridge Down". Initially all players are "Drawbridge Down". When a
player is "Drawbridge Up", no player may enter or leave that player's
Home. When a player is "Drawbridge Down", then players may enter or
leave that player's Home, provided such movement is permitted by other
rules.
It is an old tenet that "thou shalt not let moochers into thy hut" [Homer
Simpson, "The Simpsons"]. Therefore, if a player is in eir Home, e may
change eir policy from "Drawbridge Down" to "Drawbridge Up" or vice versa.

Create a rule numbered 108, titled "Change must be possible" which reads as follows:
No player, entity, proposal or rule may create a rule, modify a rule, renumber a rule or do anything which would result in a rule being impossible to modify. Note that rules which are immutable or rules which claim to take precedence over other rules and state that they cannot be changed do not necessarily count as being impossible to modify for the purposes of this rule. If one month after a rule has been created or changed in such a way as to allegedly make it impossible to modify a player claims that it is not possible to modify the rule by posting a public message to this effect, then the following will happen:
1. If the rule was not created or changed by a player then it is automatically repealed.
2. If the rule was created or modified in such a way as to allegedly make its modification impossible, by a player and that player is no longer active then the rule is automatically repealed.
3. 2. If the rule was created or modified in such a way as to allegedly make its modification impossible, by a player and that player is still active then the player has one week to respond. If he fails to respond in this time then the rule is repealed and the player fined A$50 which should be paid to the treasury. If e does respond e can admit that he doesn't know how to modify the rule, in which case the rule will be repealed and e must pay A$50 to the treasury, or alternatively e can claim that e knows of a way to modify the rule.
If a player has publicly announced that e knows how to modify such a rule then at any time another player may pay the first player A$250 and tell him to post either publicly or privately the manner in which the rule can be changed. The first player has no option but to do this and must do so within one week. If the first player is for any reason unable to do so then instead of the second player paying the first A$250 the first player instead plays the second player A$300 and in addition the first player is publicly covered in tar and then has feathers pored liberally upon them until they are covered in feathers for being nasty and spiteful which has two effects. Firstly e becomes smelly and is not allowed to enter the library or museum for 79 hours. Secondly if e has wings then the chartreuse goose believes that e is a potential mate and immediately flies over to the player. The possession of the chartreuse goose changes from whoever had it to the player who was tarred and feathered.
This rule takes precedence over all other rules.

There exist certain words whose meaning is indeterminate in some contexts. Any language containing these words can be considered vague and/or overly broad and tends to obfuscate the true interpretation of a rule. These words are known as "weasel words." Any player who, in the same twenty-four hour period, makes a Call for Judgment about the interpretation of a given rule which claims that such rule contains "weasel words," and also submits a proposal which amends such rule to remove the offending "weasel words" and/or replace them with better, more carefully chosen words (in the opinion of the player submitting the proposal) shall have his court fee for the submission of the CFJ waived. If that proposal is accepted and the CFJ is judged in the player's favor, then that player shall receive the honorary title of "Weasel Slayer." Upon the bestowance of such a title, this rule shall be amended to append the the list below the "weasel words" which have been vanquished. However, due to the fact that some weasel words are perfectly understandable in the right context, this rule shall not be considered binding upon future Weasel Word CJF's.

I don't think orgs with just players and no powers are really that useful anyway in terms of the game; past and present postmasters have been willing to set up mailing lists for players who wished to associate, and churches can be used for that purpose. Moreover, all current orgs in that state are grandfathered, and it would still be possible to create an org in that state with the cooperation of another org, it just makes it harder to create several in on message for scams.

may not be altered. This rule takes precedence over all rules, except for
any rule which is both numbered 1 and called "The Evil Overlords of
Ackanomic (retired)". If such a rule as described in the previous sentence
exists, then this rule defers to that rule.

extremely creepy. However, in certain circumstances a limited amount of
leeway is permissible. That is the reason for the 15 day limit - to deal

The people have 3 days to challenge the document (9)

Anything more than this leads to ambiguous chaos, something Acka has far

the existing retrospectivity legislation has insufficient precedence.
