Proposal 1901 - Wed, 2 Apr 1997 23:54:48 -0600
Mutations are Good
Vynd (John McCoy)
Decision: Accepted
Insert the following between the last and second to last paragraphs in Rule 854 Ackanomic Institute of Genetic Replication:

Telepathy: Cost -- 350 A$. No player may purchase telepathy unless he already owns an Extra head mutation, and at least one Pointy ear mutation. A player who has (owns) the telepathy mutation gains the ability to use the power described as telepathy in Rule 1117, but must follow all restrictions on and is subject to any side effects of it's use as described in that Rule. The Telepathy mutation cannot be removed or destroyed by the W-File pair or their alien sedative, however, this takes precedence over Rule 261.

Telekinesis -- 500 A$. No player may purchase the Telekinesis mutation unless he already owns an Extra head mutation, at least one Pointy ear mutation, and the Telepathy mutation. A player who has (owns) the Telekinesis mutation has the ability to use the power described as telekinesis in Rule 1117, but must follow all restrictions on and is subject to any side effects of it's use as described in that Rule. The Telekinesis mutation cannot be removed or destroyed by the W-File pair or their alien sedative, however, this takes precedence over Rule 261.

Proposal 1902 - Thu, 3 Apr 1997 13:15:41 -0600
Ammending Swingers' Weight
Niccolo Flychuck (Uri Bruck)
Decision: Accepted

This is a Modest proposal.

Ammend R1230.3 "Swinger Like to Play Around III- mostly odds" to read in full:

[After each play, the Chess-Umpire calculates the Swingers' Weights and posts that information.]

Mobility for a piece is defined as follow:
If the minimum distance a piece can move is greater than one, and the difference between the minimum distance that piece can move and the maximum distance that piece can move is equal to or smaller than two, then that piece's Mobility is equal to half the number of legal moves currently available to it without making a capture.

{{[This should set a more realistic Mobility measure for pieces such as a Camel or an il-Nabi, which have a fixed range]}}

For all other pieces Mobility is equal to the greatest distance a piece can move without making a Capture.

{{[This is the current definition, which is more suitabale for pieces such as Rooks, and Bishops, which are generally more powerful when they can move a greater distance]}}

Each Swinger's Weight is calculated in the following manner:

For a Swinger whose King is on-board

Weight =
    (Total material value of the on-board pieces) +
    for each piece (Mobility of that piece)
    for each piece (add 5 if the piece attacks at least one opponent
    piece)
    for each piece (add 4 if the piece defends at least one friendly
    piece)
{{[I've also increased the the effect of attacking and defending pieces, this should allow Weight to better reflect the board position]}}

For a Swinger whose King is off-board
Weight=0

When Modesty Runs Wild Again
Niccolo Flychuck (Uri Bruck)
Decision: Rejected

This is a Modest proposal.

A proposal to Ammend R209 by appending the following text to the second paragraph:

"
If a Modest proposal ammends a rule that was accepted less than 21 before the proposal was accepted, and the author of that rule is also the author of the proposal, or a Modest proposal ammends a rule that was ammended by a Modest proposal less than 21 days before that proposal was accepted and the author of the former proposal is also the author of the latter proposal, then the author of the proposal does not receive any points for the proposal's acceptance.

Institution Session
Niccolo Flychuck (Uri Bruck)

Foolishness
IdiotBoy (Matt Miller)
Made Harfy by Vynd at Tue, 8 Apr 1997 02:44:02 -0400 (EDT)
Decision: Accepted

If a player submits a proposal which meets the following conditions, then proposal is a Foolish Proposal:

a) The first line of the proposal is "I was young and foolish then, I feel old and foolish now."
b) The rest of the text of the proposal is a previously submitted and rejected proposal.
c) The previously submitted and rejected proposal was authored by the player resubmitting it.

Whenever a Foolish Proposal is accepted or rejected, all scoring effects from rule 207 related to its acceptance or rejection shall be doubled.

{{[
This "fixes" the CFJ submission problem to allow justices and praetors to submit CFJs, and anyone to submit rule of fact CFJs.

As for the justices, I propose 3 cases: 1) leave it alone. 2) allow justices the option to not sit on a particular cfj, 3) prohibit justices from sitting on their own cfj

--------------------------------------------------------------------------

I. [re-allow anyone to submit CFJs, put back rule of fact CFJs]

1. Amend R 211, "Invoking Judgement", to replace:

"

3) We should not permit the Justices to sit on their own CFJs

If the result of this hearing was the response denoted by 3), the amendment in the following section delimited by double dollar signs shall be applied:

"
$$
]

If the result of this hearing was the response denoted by 2), the amendment in the following section delimited by double plus signs shall be applied:

[
++
Amend Rule 417, "Justices Rock" to append the following text to the end of the rule:

Proposal 1912 - Tue, 8 Apr 1997 23:36:49 -0500
Perfection
Vynd (John McCoy)
Decision: Rejected

Create a new rule with the title: This rule is false.
It's text shall read:

Godel's Theorem is wrong. Acka is perfect. Claiming otherwise is Treason.

If, in a public message, a Player claims that Godel's Theorem applies to Acka, it's Ruleset, or it's Game Custom in any way, then any other Player may post a public message calling for a Scientific Board of Inquisition against the accused dissident. For this call to be valid, it must include the name of the accused, and the accused player must not currently be subject to a Scientific Board of Inquisition. Furthermore, the call must specify what the accused said or did to justify a Scientific Board of Inquisition, and this justification cannot be the same as any previous justification for a call against that player, or the call will be invalid.

A Scientific Board of Inquisition is a Hearing. The valid responses to a Scientific Board of Inquisition are: "Yes! The Computer is your friend!" or "No! The revolution will not be televised!" If the verdict is "Yes! The Computer is your friend!" then the accused is branded as a Dissident. He shall then be hung by the neck until dead, at which point he will be transported to the Ackanomic Afterlife, and lose 5 points. Any proposals which the Dissident authored that were distributed within the 48 hours immediately before his hanging are declared indecent smut, are thrown in a huge bonfire, and rendered Invalid.

A Player who has been branded as a Dissident is free to say whatever they wish about Godel's Theorem as it applies to Acka, without fear of reprisal, for no one who is a Dissident can be subjected to a call for a Scientific Board of Inquisition. Nor does simply discussing Godel's Theorem constitute Treason, it is in fact encouraged to discuss the incompleteness, falsity, and imperfection of things other than Acka. Simply attempting to change the ruleset through legal means is not an assertion of imperfection, but rather an attempt to make Acka more perfect, and thus cannot be the justification for a call for a Scientific Board of Inquisition. This paragraph takes precedence over everything else in this rule, and over any other rules that govern Treason and/or calls for a Scientific Board of Inquisition.

Proposal 1915 - Sun, 13 Apr 1997 03:40:22 -0500 Land Sales
/dev/joe (Joseph DeVincentis)
Decision: Accepted

I. Amend rule 839, "Buildings", as follows:

1. Delete the paragraph which reads:

"All deals to sell or buy common land which would result in a player owning more than 5kaa of land must be approved by Senate vote. Otherwise the Financier will acknowledge the transactions."

{{[I'm moving this to R844 where it fits better.]}}

2. Add to the end of the rule:

"Buildings are always owned by whoever or whatever owns the land that the building sits on, or unowned if that land is unowned. If the land which a building sits on is at any time not all owned by the same player or entity (or all unowned), the building is immediately destroyed, unless it is a building specified by the rules to exist. In the latter case, the building and all the land it sits on are transferred to the last player to have owned all that land at the same time; if no such player exists or that player is no longer a player or otherwise is prohibited from owning the land and/or building, the land and building become unowned."

II. Amend rule 844, "Land Baroncy", as follows:

1. Delete the sentence "This purchase does not require senate approval; this paragraph takes precedence over rule 839."

2. Insert after the first paragraph:

"All deals to buy common land at any other price, or to buy common land with a building on it, or which would result in a player owning more than 5 kaa of land, and all deals to sell land to the treasury must be approved by senate vote. When the senate approves a land deal, the transaction occurs when the approval is announced, if there is no other reason it cannot occur.

Land is tradable, but any trade which would result in a player owning more than 5 kaa of land must be approved by senate vote. When such a transaction is agreed upon by two players or other entities, the senate is called to vote on the matter. If the senate approves the trade, it occurs when the senate announces the result; if the senate fails to post a result for the vote, the trade occurs when the senators are placed in Contempt for failing to do so."

Viruses Game
/dev/joe (Joseph DeVincentis)
Decision: Accepted

Create a new rule as a member of the Games & Contests Rule Suite, containing the text below:

{{[ Time to test this system of having G&C in rules. ]}}

This Rule defines the Game "Viruses".

[Gist: Viruses is a multiplayer game based on John Conway's "game" of Life. The multiplayer aspect is grafted on by way of "viruses" -- each cell can either be clean or infected by any one player's virus; when a new cell is born near cells infected with just one virus, the new cell is also infected. Moves are simultaneous and secret.]

Equipment: none

Players: minimum 2, maximum 20

Referees: 1, a volunteer who may not also be a player in the game. The referee receives A$10 at the conclusion of the game for his services.

Winning the game: To win, accumulate 10 VirusPoints, or be the only player left in the game. See rule 8, below.

The Rules of Viruses:

1. Getting Started
After agreeing on a set of players, the Referee chooses 20 different squares at random on a grid of 10 by 10 squares (exception: if there are more than 10 players, then the initial grid is made the smallest square region such that the number of squares is at least 10 times the number of players, and the number of randomly chosen squares is 2 times the number of players) and assignes each player an ASCII character besides '.' and '@' to be used to mark cells infected with his virus. The randomly chosen squares are initially filled by clean cells (not infected by a virus), marked by '@'. All other squares are empty, marked by '.'. The referee also chooses a numbering system for the rows and the columns, and should post this numbering system in some reasonable format whenever he posts the grid. After the adjustment described in rule 2, this grid becomes the turn 0 state, and the referee shall post this grid publicly to begin the first turn.

2. Active Area
Just after the initial random cells are placed on the grid, and after each generation, the active area of the grid is reset to be the smallest rectangle such that all the cells are contained in it and none of them lie in the outermost two rings of squares. (So, if there was a 2x2 block of cells and no other cells, the active area would be a 6x6 area with the 2x2 block at the center.) If there are no cells when the active area is to be determined, a 2x2 block of clean cells is created and the active area is a 6x6 block with those cells at the center. [Preserve a minimal interesting framework to play from if all the cells die out.]

3. Adjacency
Adjacent squares, for all the rules of this game, are any of the 8 squares which touch a square either along an edge or a corner. An adjacent cell is an adjacent square containing a cell.

4. Turns
Each turn lasts 3 days from the time the referee posted the state of the grid before that turn, unless at some earlier time all players have submitted the maximum number of valid moves they are allowed for that turn, in which case the turn ends immediately.

Each turn except the first turn, each player may make one move from the allowable types. The first turn, each player may make three "Place" or "Infect" moves. All moves are made by private messages to the referee. The referee shall not reveal any move to any player other than the one who made it until the end of that turn.

5. Allowable Moves
The following types of moves are allowed:
a. Place - a player may place one new cell infected with his virus in any empty square.
b. Infect - a player may infect any clean cell with his virus.
c. Step - a player may move a cell infected with his virus cells to any adjacent empty square.
d. Destroy - a player may destroy a cell infected with his virus.
e. Uninfect - a player may uninfect a cell infected with his virus (turning it into a clean cell).

In each case, the square(s) associated with a move must be given in order to fully specify the move; these should be specified by column and row according to the numbering system imposed by the referee. Any move which does not specify square(s) in the active area meeting the descriptions above or which is not of one of these types of moves is invalid. Two moves conflict if they attempt to step and/or place cells into the same square or try to infect the same clean cell.

6. Resolving Moves
At the end of a turn, the referee examines all the submitted moves. First, the referee removes from consideration all invalid moves. Then, if any player(s) submitted too many moves, only the first one(s) (up to the allowed limit) for each such player are kept. Then, the referee removes from consideration all moves which conflict with one or more other remaining moves. Finally, all the moves still under consideration are applied to the current grid. [This allows players to "change" their move only if they previously submitted one which is invalid.]

7. Generations
After applying a set of moves, a generation occurs. The grid is altered according to these rules (both rules are applied simultaneously to all appropriate squares in the grid):
a. All cells which have 0, 1, or 4 or more adjacent cells are destroyed.
b. A new cell is created in each empty square which has exactly 3 adjacent cells. If the adjacent cells are all clean, or there are adjacent cells infected by two or more different viruses, the new cell is clean. Otherwise, it is infected with the one virus which infects one or more of the adjacent cells.

8. VirusPoints; Winning the Game of Viruses
After each generation, the player whose virus then infects the most cells scores one VirusPoint, but if there is a tie for most cells, no VirusPoint is scored. When a player has 10 VirusPoints he wins the game. If only one player remains in the game, that player wins the game. If there is ever a time when no player is left in the game, then one of the players who was in the game the last time there were any players in the game is chosen at random to be the winner of the game. VirusPoints have no effect outside the instance of Viruses in which they are given out.

9. End-of-turn Information
After applying a set of moves and a generation to the grid, as well as the size adjustment in rule 2, the referee shall post the current state of the grid publicly, as well as the list of all valid moves submitted by players for that turn (except those ignored because a player submitted too many moves), indicating which ones were conflicting, and also the adjustment in the size/position of the active area of the grid caused by rule 2, and the scoring for the round and the total scores.

10. Joining or Leaving a Game in Progress
During the first ten turns, new players may join the game by publicly announcing their intent, if they have not played in this instance of Viruses before; each new player gets three Place or Infect moves in his first turn instead of the usual one move. If a player retires from the game or leaves Ackanomic, while there still exist cells infected with that player's virus, a new player may join and take that player's virus as his own instead of the usual method of starting (but any new player doing so gets only one move of any allowed type in his first turn). Despite all the above, if a game of Viruses has the maximum number of players then no additional players may join.

If a player retires from the game or leaves Ackanomic and nobody takes over his virus by the end of the turn after the one during which he retired, all cells infected by his virus are uninfected just before the moves are evaluated.

If the referee retires for any reason, the game is put on hold until a new referee is chosen. The new referee must not be a current player of the Viruses game, but may be a former player; any Ackanomic player who meets this guideline may volunteer by announcing so publically. When a new referee is publicly knowable, the current turn restarts with a full 3-day limit; all moves for this turn sent to the former referee are ignored. The current referee may not be a player in the Viruses game, nor may any player who has been referee within the last two turns.

11. Genocide
When the grid is posted at the end of turn 11 or a later turn, any player whose virus infects no cells is eliminated from the game, unless this would eliminate all the players.

Proposal 1920 - Tue, 15 Apr 1997 09:33:11 -0500
Indentured Servitude
Guy Fawkes (Robert Shimmin)
Decision: retracted by author

Create a new rule with text as delimited by @@

@@
{{ Renumber this rule to 318}}

1. Certificates of Indenture (CoI's) are Tradeable Entities. Each CoI is associated with exactly one player.

2. A player may create a CoI associated with emself at any time. A player may destroy a CoI which he owns at any time. Other rules may specify other conditions under which CoI's are created or destroyed.

3. A CoI is used as follows: A player sends a message to the Tabulator stating that e is using a CoI, which proposal under voting consideration e is using the CoI on, which player that CoI is associated with (the Indentured player), and the type of legal vote the Indentured player should cast. This message must be unambiguous. Also, the player sending this message must own the CoI both when e sends the message and when the voting results for the proposal are released. Any attempt to use a CoI not in accordance with this section fails.

4. If all CoI usages for a single proposal Indenturing a single player state that the Indentured player should cast the same legal vote, the Indentured player's vote on that proposal is changed to (or remains) the vote specified by the CoI(s). (This has precedence over Rule 106). Otherwise, the CoI's have no effect. When the Tabulator reports the voting results for that proposal, he should report all CoI's used on it. When this report is made, those CoI's are destroyed.

{{[ Why? On the positive side, a player could create CoI's associated with himself and sell them as a fundraiser. On the negative side, the rules could state conditions under which CoI's associated with a player might be created and sold at public auction. ]}}

@@

Amend Rule 256 as follows:

Increment the numbers of steps 4-9 by one.

Insert the following, immediately after step 3:

4) All players owning Certificates of Indenture associated with the departing player are paid the lesser of A$100, or the number of A$ possessed by the departing player divided by the number of CoI's possessed by other players (rounding down), from the departing player's account for each CoI associated with the departing player they own. All CoI's associated with the departing player are then destroyed.

I was young and foolish then, I feel old and foolish now.
Amend rule 841, "Towers", by adding the following new section at the end:

9) Each building with an Ostentatious Tower also has a basement capable of holding one player for each 20 meters in the combined height of all towers on that building. When a Tornado strikes, if the total number of players in a building with a basement who are not otherwise sheltered is less than or equal to the capacity of the basement, then all those players manage to escape to the basement and are sheltered. If there are too many such players in a building, then while fighting to get into the basement, none of them manage to get in before the tornado hits.

Proposal 1924 - Tue, 15 Apr 1997 19:37:27 -0500
Terms of Indenture
Guy Fawkes (Robert Shimmin)
Decision: retracted by author

This is a Modest Proposal.

{{[ Possible applications of Indentured Servitude, included in a separate proposal so that specific applications might not kill the general idea.]}}

Create a new rule with text as follows:

If the proposal whose number was one less than this rule's number passed, the rule changes numbered 1 and 2 below shall take place, and then this rule shall repeal itself. If that proposal failed, this rule shall repeal itself without enacting the rule changes numbered 1 and 2 below. This section takes precedence over all other parts of this rule.

{{[ Name-calling and a 10-point penalty haven't seemed to be an effective deterrent against deadbeating. This might be, and if it isn't, it should at least make things interesting. ]}}

1) Amend the last paragraph of Rule 212 "Selecting a Judge" to read, "Whenever a player is considered a deadbeat as per this rule or rule 213, their name is added to the CFJ Ineligibility List if it is not already there. Also, three Certificates of Indenture associated with that player are created and sold at in a Public Auction."

{{[ Getting thrown in Gaol over Contempt always seemed like more of a nuissnace for all the other players than a punishment for the Contemptuous one, particularly when the only Contempt that happens reguarly in the Senate as a whole getting thrown in Gaol. ]}}

2) Amend the first paragraph of Rule 715 "in Contempt" to read, "A player who is held in Contempt shall either have a Certificate of Indenture associated with em created and sold at public auction (with the proceeds going to the treasury), or be placed in the Gaol for three days. The player who is in Contempt is allowed to choose which of the two options he would like. If the player does not make a choice within three days of being held in Contempt it will be assumed that he has chosen the Certificate of Indenture."

Proposal 1925 - Tue, 15 Apr 1997 23:41:22 -0500
Ackanomic Imperialism
Guy Fawkes (Robert Shimmin)
Decision: Rejected

This is a Modest proposal. Insert the following as a preface to Rule 1910:

The following is a list of Ackanomic protectorates. Although in the spirit of Ackanomic democracy, they are granted a large degree of sovreignty and nearly complete home rule, the President of Ackanomic is a ceremonial figurehead is these lands, much like e is in Acka proper:

Proposal 1926 - Wed, 16 Apr 1997 00:06:45 -0500
Games and Contests Reorganization
Malenkai (Randy Hall)
Decision: Accepted

{{[this moves all of the extant G&C entries into a rule suite, eliminates the GamesMaster (who only slows down the game starts, and whos function can be performed by the referee or other acka officers), preserves the mechanism of getting a game approved, provides a few minor standardizations, adds trophies (to get rid of stuff like the Golden Knife in the main rules, while still allowing games to have distinctive prizes, or a 'Gamescore' to be kept; for future use towards alternate winning conditions or hidden adjenda.)

It had to be broken into several files, because adding each game in here would be too much. I have created Blueprints to contain their text, which is exclusively a port of the actual G&C entries, with some of the standardizations and a few bug fixes worked in.]}}

This is a Grandiose proposal.

-------------------------------------------------------------------------

Renumber the rule created by proposal 1919 (viruses game) to 1250.16, and change its title to "Viruses".

-------------------------------------------------------------------------

Amend rule 1250.1, "Games & Contests", to read:

"
I. Games & Contests

There exists a class of entities known as Games & Contests, hereafter, for the purposes of the rules in this Rule Suite, known as "Games" (Game).

II. General Equipment

a. The rules in this rule suite may define entities to be used as General Equipment in the games in this rule suite. Unless otherwise specified, these entities have no influence outside the instance of the Game in which they are being used. The term 'General Equipment', as used elsewhere in this rule suite, shall be construed to mean instances of any or all of these defined entities, as appropriate.

III. Game Descriptions

a. Unless otherwise specified, the name of a Game is the name of the rule that defines it. Any rule in this suite that defines more than one game is void. A rule in this rule suite defines a Game if and only if it specifies all the information as detailed below (b thru h) (even if the specification for a particular piece of information is the word 'none'). This rule does not define a Game:

b. General Equipment to be used in the Game.

c. Upper and lower limits on the number of participants in the specific Game. The minimum for the lower limit is 2. The lower limit may not be specified to exceed the upper limit. Either limit may be specified as an integer or or an expression such as "the number of active players when an instance of the game is instantiated", so long as the previous conditions of this sub-section are not violated. If a limit is specified as an expression, it shall be evaluated when the Game is instantiated, and shall not "float" while the Game is in progress, unless the Game's rules specify otherwise. If the expression cannot be evaluated unambiguosly, an instance of the game cannot start.

d. The Rules for the Game.

e. The number of referees, and how those referees are to be chosen. This must be a non-negative integer. Referees may not play or win the instance of the Game they are refereeing, nor may they be penalized as a result of participation in an instance of the Game, unless the rules of the Game explicitly say the referee may participate as a player. They may receive no rewards other than A$, and such rewards may not exceed A$10 per Game instance.

f. Conditions for winning the Game.

g. Any additional information necessary to play that specific Game.

h. Any Trophies (or type of Trophy) to be awarded or transferred to the winner of the Game. If the Trophy is specified as "standard", a Jade Grapefruit is awarded. [Trophies are described in rule 1250.2.]

IV. Scope and Precedence

a. Games may not manipulate any Ackanomic entity outside this rule suite, except as defined in this Rule, and with the following specific exceptions:

b. Games may specify transfer of currency between participants in the specific Game, as entry fees, rewards or penalties, subject to restrictions elsewhere in this rule suite.

c. Games may specify a transfer of currency from the Treasury to the Game (or a participant or referee therein), with an upper of limit of A$50 per instance of a Game or a Contest. A player may receive no more than A$100 from the Treasury per calendar month as a result of participation in the same class of Game ("class" being defined as the definition of a particular Game). Any excess that would have been received is disregarded.

d. Games may add or subtract points from the score of a participating player. The maximum number of points added or subtracted in any specific instance of a Game is 8. A player may receive no more than 20 points per calendar month as a result of participation in the same class of game. Any excess that would have been received is disregarded.

e. All rules in this rule suite defer precedence to all those external to it, unless otherwise specified. This rule has precedence over all others in this rule suite.

V. Adding Games

a. Games and General Equipment may be added to this rule suite via the following procedure (in addition to any other procedures that are defined in the rules for creating rules). A non-accepted Game or General Equipment Submission has no authority to manipulate Acka entities in any way.

b. A description of the Game or General Equipment is posted as a public message, clearly labelled as such. This is called a Game or General Equipment Submission (Submission), as appropriate, and if it is a Game Submission, it must contain all sections as detailed in section III or it is void and rejected.

c. The Speaker, President, or Senate may veto the Submission as a public action prior to its acceptance. Such action should be accompanied by a brief explanation as to why. This act ends the procedure, and the Submission is rejected.

d. If at least 4 Active Players other than the player who posted the Submission, or 10% of the Active Players, whichever is greater, publically endorse the Submission within 7 days of its posting, it is approved (as opposed to accepted), otherwise it is rejected at the expiration of the 7 day period.

e. An approved Submission is accepted at the time it is approved, or 3 days after the Submission was posted, whichever is later. Upon the acceptance of a Submission, the text of the Submission is added as a rule to this rule suite.

VI. Starting an Instance of a Game

a. An instance of a Game may only be started in accordance with its rules for doing so. If its rules are silent on the matter, however, (or refer to this section) it is started when one of its referees announces its start, the names of all its players and referees, and all other necessary particulars of the Game instance. If the Game has no referees, it starts when one of its players performs the above functions. Other rules [e.g. Duels], may define conditions under which an instance of a Game may start, and an alternate procedure for doing so. A Game may not start without the required number of players and referees.

b. A player may not join an instance of a Game in progress, except as specified in its rules. Games should be designed in such a way as to handle the contingency of any of its players or referees quitting it at any time.

VII. Exhibitions

a. The Speaker, President, or Senate may declare an instance of a game an "exhibition" as a public action, even while it is in progress. In this case, no points or currency shall be awarded or transferred to, or among, the participants (but Trophies shall be, as appropriate). This declaration is discouraged, and should do so only under conditions of abuse or other problems.

VIII. Random Determination

a. If the rules of a Game call for a random determination, either explicitly or implicitly, a referee of that game is responsible for making this determination unless the Game's rules specify otherwise.

{{[as it stands now, the officer in charge of random things would have to do all this!]}}

IX. Freedom of Participation

a. Participation in Games is voluntary. No player may be forced to take part in a Game or a Contest, or be forced to be a referee in one. A player may leave a Game they are participating in at any time. This section has precedence over all other rules.

X. Disputes

If a dispute arises in a Game in which there is no referee, or the referee is unable to resolve the dispute for some reason, it shall be adjudicated by the Speaker, or someone appointed by the Speaker, who shall render judgement as objectively as possible. If a player is dissatisified with the decision, a CFJ is their only recourse. Calling a CFJ is bad form, however, as it is only a game. Play is suspended for the duration of any adjudication.

XI. No Loophole Surfing

a. Games and Contests are meant to be fun and to enhance Acka. Using Games and Contests to loophole surf, scam, or otherwise abuse the spirit and intent of this structure is in bad taste, and players are permitted to sneer at this behaviour. Paradoxes arising wholly within rules in this rule suite do not qualify as paradoxes for the purposes of satisfiying the winning condition described in rule 601; this clause has precedence over rule 601.
"

-----------------------------------------------------------------------

Repeal rule 941, "The Golden Knife". {{[to be replaced by a Trophy]}}

------------------------------------------------------------------------

Create a new rule, numbered 1250.2, entitled "Trophies", with the following text:

"
A class of non-Tradeable entities known as Trophies exist.

Upon a single winner being declared in an instance of a Game that had 3 or more players when it started, the Trophy or type of Trophy specified for that game is awarded or transferred to the winner of the Game.

If the Trophy is defined in the rules to be a unique entity, it is transferred from where ever it is to the winner (if said Trophy is haunted by an Undead, the Undead stops haunting it, then the transfer occurs), otherwise a new instance of that type of Trophy is created and awarded to the winner.

The following (types) of Trophies exist:

A. The Jade Grapefruit is a nameless entity.

B. The Golden Knife is a unique Trophy. It has a hilt wrapped in leather, with ornate wrist guards. Its blade is gold plated, very sharp, and has a channel in the center to allow blood to run off.

It is the responsibility of the player who possesses The Golden Knife to wipe all blood off of it, that may have resulted from stabbing eir allies.
"

-----------------------------------------------------------------------

Create a new rule entitled "General Equipment", numbered 1250.3, with the following text:

"
All entities described in this rule are General Equipment.

I. Ackanomic Magic Dice

The Ackanomic Magic Dice will roll 1 to 1000 multi-sided die up to 1000 rolls per request. Sides may be from 2-1000 sides.

[The AMD will display results automatically to the mail list, or to as many as ten private addresses. To use the AMD, a Player sends an e-mail message to "dice@pbm.com" omitting the quotation marks. In the body of the message, use the following format:

#P (up to 10 #P lines allowed)
#S (up to 1000 sides allowed)
#D (up to 1000 dice allowed)
#R (up to 1000 total rolls)
#L (up to 20 rolls per line)
#C (up to 100 #C lines allowed)
#T

Example:

#P acka-games@wilma.che.utexas.edu
#S 20
#D 1
#R 1
#L 1
#T Acka: Hit determination
#C I am using the dice server roll a d20 to see if I hit

Complete instructions and examples of use may be found at the Dice Server Web site: http://www.pbm.com/dice/]

II. Gamepoints

Gamepoints are chits used to keep score in Games and Contests. A player in a Game may possess a negative number of Gamepoints. Gamepoints are awarded and forfeited as described in the rules of the particular Game.

III. Word Validating Dictionaries

a) The Official Scrabble Player's Dictionary (OSPD), as defined by the URL: telnet://eel.st.usm.edu:7777

b) Unabr.dict.Z (but used in uncompressed format), as defined by the URL: ftp://sable.ox.ac.uk/pub/wordlists/dictionaries/Unabr.dict.Z

c) The Official Dictionary as defined by the rules of Acka.

IV. Definition Lookup Dictionaries

-----------------------------------------------------------------------

Amend Rule 1250.10, "Decks of Playing Cards", to append the following text to the sixth paragraph, then renumber the rule to 1250.4:

"
Decks of Playing Cards are General Equipment.
"

------------------------------------------------------------------------

Amend Rule 1250.12 so that its title is "Description of a Standard Deck"
Amend Rule 1250.12 to replace "Legacy Deck" with "Standard Deck".
Renumber Rule 1250.12 to 1250.5
Renumber Rule 1250.14, "Description of a Eleusis Deck" to 1250.6

-------------------------------------------------------------------------

[This section adds all the G&C entries to the rule suite, which have been tweaked to fit the rewrite.]

Create a new rule called "Less" with the following text, delimited by double dollar signs:

$$
{{

This rule has precedence over all other rules.

[The gist is that the actual text of the rule changes to add these things has been thrown into blueprints, to split them up]

[this creates game of pure skill, limericks, and ghost]

The text delimited by $$ in the Blueprint for the "Cap'n Crunch Whistle" is taken as a list of 3 rule changes (each one begins with the phrase 'Create a new rule entitled'), and each of these rule changes is applied once.

[this creates fictionary]

The text delimited by $$ in the Blueprint for the "Golden Frog's Tongue" is taken as a list of 1 rule change (which begins with the phrase 'Create a new rule entitled'), and this rule change is applied once.

[this creates the 2 go games and double crash]

The text delimited by $$ in the Blueprint for the "BWG Fluff Buster" is taken as a list of 3 rule changes (each one begins with the phrase 'Create a new rule entitled'), and each of these rule changes is applied once.

[this creates diplomacy and spades]

The text delimited by $$ in the Blueprint for the "Its late I'm tired" is taken as a list of 2 rule changes (each one begins with the phrase 'Create a new rule entitled'), and each of these rule changes is applied once.

[this brings viruses into standard]

I. Amend rule 1250.16 "Viruses" in the following ways:

A. Remove the following paragraph: "This Rule defines the Game "Viruses"."

B. Replace "Equipment: none" with "General Equipment: Gamepoints as needed".

C. After the section entitled "Referees:", add the following section:

"
Starting the game:

As described in rule 1250.1, section VI.
"

D. In section 8, replace

"
VirusPoints have no effect outside the instance of Viruses in which they are given out.
"

with:

"
A standard Trophy is awarded to the winner.
"

E. Replace all occurrances of the string "VirusPoint" with "Gamepoint".

[This section does some cleanup.]

II. The game of Diplomacy which was started before the proposal that created this rule was submitted is terminated without a winner.

III. The Treasure Map for the treasure referred to as Treasure 101, if such a map exists, is amended to add the following at the end:

"
Games & Contest page also includes games of 3 or more players in the Games & Contest rule suite.
"

IV.

VI. All games and contest entries from which an extant game is being played has the following text added to its description, at the end:

"
This is a ZZimsy games and contest entry.

VII. Retroactive Trophies

Four Jade Grapefruit are created. One is given to Guy Fawkes [Ghost], one is given to Robert Sevin [Ghost], and 2 are given to /dev/joe [Ghost, Fictionary]

---------------------------------------------------------------------------

Create a new rule entitled "is More" with the following text:

"
This rule has precedence over all other rules.

The office of GamesMaster is created. {{The last player to hold an office of that name is awarded this office}}. The duties are to manage any ZZimsy games in progress from the games and contest games page.

Upon there being no ZZimsy games and contest entries, the GamesMaster is impeached and the office of GamesMaster is destroyed; this rule then shall repeal itself.

Proposal 1927 - Thu, 17 Apr 1997 00:26:34 -0500

Proposal 1928 - Thu, 17 Apr 1997 00:26:34 -0500
Rental: minimal fun... and a bother to track
Mohammed (Jason Orendorff)
Decision: Accepted

This is a Modest proposal.

Create a new rule, reading: "{{ Ownership of each entity currently being rented is transferred from the entity's current owner to the player or organization renting the entity. }}"

Repeal Rule 513 ("Rental").

Amend Rule 256 ("Leaving the Game") by removing section 3 and by renumbering sections 4-9 to 3-8 respectively.

[--The rather bizarre language being killed is:

3) The rental period for any rented entities in his possession ends. [They return to their true owners.) If there exist any entities being rented from him, such entities are no longer considered rented; the rental period for such entities does not end, but simply cease to exist; their current possessors become their owners in fact. ]

Proposal 1929 - Thu, 17 Apr 1997 13:25:10 -0500
Loosening the Rule Change Necktie
Mohammed (Jason Orendorff)
Decision: retracted by author

[it isn't a noose, but all the same it's a little restrictive and we can make the rules less complicated by doing this...]

1. [Move the retroactivity ban up.] Amend Rule 101 ("The Game of Ackanomic") by inserting the following sentence just before the last paragraph:

No rule may generate any effect that applies retroactively to a time before the generation of the effect.

2. Amend Rule 103 ("Proposals and Rule Changes") by renaming it to "Proposals" and changing its text to read:

---
A Voting player may submit a proposal by sending its text to the Promoter, who shall then post it publicly to be voted on.

All proposals shall be voted on, unless they are retracted or deemed invalid in accordance with the Rules. In these cases, they are removed from consideration, and are considered to be neither accepted or rejected.

As soon as possible after a proposal's prescribed voting period ends, the votes on that proposal shall be posted publicly. The proposal is then accepted if a quorum has been achieved and the required number of YES votes were cast on the proposal.

If a proposal is accepted, one of two things happen. If the proposal consisted of a list of one-time effects, such as changes to the rules, then those effects shall be applied, one at a time, in the order in which they appear in the proposal. (Ambiguous, conditional, retroactive, and/or meaningless effects are ignored.)

Otherwise, the proposal itself changes from a proposal to a rule. [It is assigned a title and number as described in Rules 301 and 303.]
---

3. Repeal Rule 104 ("Adopting Proposals").

[--replaced text:

Rule 103/10
Proposals and Rule Changes

A proposal is any collection of text designated as a proposal, submitted and distributed as described in Rule 104. If a proposal is accepted, any valid rule changes in the proposal are applied, one at a time, in the order in which they appear, starting at the time its tabulated voting results are officially reported. This is considered the "time of application", or "when the rule changes are applied".

A rule change is a description of a game effect. A rule change is valid if it describes the creation of a new rule, the amendment of an existing rule, the repeal of an existing rule, or the renumbering of an existing rule. If an accepted proposal does not refer to amending, repealing, renumbering, or creating rules, then it is treated as a valid rule change to create a new rule with the entire body of the proposal as its text; this implicit creation of a new rule is only applied in the case defined in this sentence.

If an amendment to a rule does not unambiguously describe the amendment to take place, it is not a valid rule change. Rule changes not defined as valid by the rules are invalid. A renumbering rule change is not valid if it attempts to assign a rule a number which is already the number of some other rule, or if it attempts to assign a rule number that is not valid.

When a valid rule change takes effect, at its time of application, the effect described by the rule change happens. The adoption of an invalid rule change has no effect.

No rule may generate any effect that applies retroactively to a time before the generation of the effect. A rule change that would have effects retroactive to before the time of its application is invalid.

Rule 104/5
Adopting Proposals

Voting players may make proposals by e-mailing them to the Promoter, who shall post them publically to be voted on. Accepted proposals must guide play in the form in which they were distributed to the players.

All such proposals shall be voted on, unless they are retracted, nullified, or deemed invalid in accordance with the Rules. In these cases, they are removed from consideration, and are considered to be neither accepted or rejected.

When a proposal's prescribed voting period ends, or all voting players have cast a vote on a proposal, then that proposal is accepted if a quorum has been achieved and the required number of YES votes were cast on the proposal.

Rule 205/4
When Score Changes Take Effect
Malenkai (Randy Hall)

4. Rule 205 ("When Score Changes Take Effect") is amended by changing section 4.a), replacing "a rule change created by that proposal" with "an effect generated from that proposal".

[ --current text
a) If a Score change is called for based on the content of a Proposal, or a rule change created by that proposal, it is deemed to have occurred simultaneously with any score changes mandated by R 207. It is the duty of the Scorekeeper to announce such score changes.
]

[Section 5 also mentions "rule changes" but that uses it in a looser, more unofficial meaning, so it's probably okay.]

5. Rule 207 ("Scoring When A Proposal's Voting Results are Reported") is amended in the following ways:

by replacing "new rule or rule change" in section I. with "new rule or effect";

[ --current text:
All the following scoring changes are applied at the time the Proposal's tabulated voting results are officially reported, unless the new rule or rule change calls for an instantaneous change to 1 or more players' score, in which case the score changes detailed in this rule are applied an infinitesimal amount of time after those effects are applied.]

and by replacing "does not contain at least one valid rule change" with "does not become a new rule or generate at least one valid effect under Rule 103" in section VIII.

[ --current text:
The above provisions notwithstanding, if an accepted proposal does not contain at least one valid rule change, no points are scored by any player as a result of that proposal being accepted, the preceding provisions of this rule notwithstanding. Such proposals, and only such proposals, are "Null Proposals".]

6. Rule 219 ("Winning By Paradox") is amended by changing "rule changes are impossible" to "changing the rules is impossible". [I think the language was okay as-is, but considering I stepped down from the SC, I'd better play it safe. :o]

7. Rule 301 ("Proposal and Rule Titles") is amended by removing this:

---
The title of a rule may only be changed when a rule change amends the rule, or when a rule changes the title.
---

[Changing the title of a rule is manipulating the rule, which is already restricted under R500.]

8. Rule 303 ("Proposal and Rule Numbering") is amended by replacing this:

---
II. When a rule change in an accepted proposal creates a new rule, it is numbered as follows:
---

with this:

---
II. When a new rule is created as a result of the acceptance of a proposal, it is numbered as follows:

---

with this:

---
III. When a new rule is created by another rule, or by some entity (besides a proposal) granted the power to create rules by some rule, it is numbered as follows:
---

9. Rule 313 ("Proposal Bribery") is amended in the following ways:

by changing "if it contains one or more rule changes" to "if it calls for one or more effects" in section I.;

[ --current text
A proposal is invalid if it contains one or more rule changes that discriminate in any way between players based on their voting actions on that proposal, or any other specific proposal or proposals identified in the proposal. ]

and by changing "before any of the other rule changes" to "in preface to the main text of the proposal" in section VI.A. [This puts it in the same category as modesty and grandioseness.]

[ --current text
A. A proposal may include a Bribe section, which must be in a separate paragraph before any of the other rule changes in a proposal, beginning with the word "Bribe" and a colon [as in "Bribe: A$1"). Any Bribe which violates any of the rules regarding Bribes is invalid.]

[716 ("Patent Infringement") also mentions rule changes, but doesn't need to be changed. 1131 mentions rule changes in two places. I'm not sure exactly what it *means* in those two places, to begin with, so I decided to leave them alone. I'm sure the change won't hurt them, anyway.]

10. Rule 1213 ("Grab-A-Donkey") is amended by changing this:

---
An exception to this is maintenence proposals, or proposals whose rule changes would fix bugs or paradoxes, are permitted by anyone.
---

to this:

An exception to this is maintenence proposals, or proposals to fix bugs or paradoxes, are permitted by anyone.

Proposal 1930 - Thu, 17 Apr 1997 17:01:32 -0500
Indentured Servitude
Guy Fawkes (Robert Shimmin)
Decision: Rejected

Create a new rule with text as delimited by @@

@@
{{ Renumber this rule to 318}}

1. Certificates of Indenture (CoI's) exist. Each CoI is associated with exactly one player. They have all the aspects of Tradeable Entities save one -- a player may not trade, give, sell, bury, or otherwise voluntarily transfer a CoI associated with emself from eir own possession by any means other than a public Auction.

A player may not use a CoI associated with himself.

{{[ Why? On the positive side, a player could create CoI's associated with himself and sell them as a fundraiser. On the negative side, the rules could state conditions under which CoI's associated with a player might be created and sold at public auction. ]}}

Proposal 1931 - Thu, 17 Apr 1997 17:01:33 -0500
Terms of Indenture
Guy Fawkes (Robert Shimmin)
Decision: Rejected

This is a Modest Proposal.

{{[ Possible applications of Indentured Servitude, included in a separate proposal so that specific applications might not kill the general idea.]}}

Create a new rule with text as follows:

If the proposal preceding this one entitled "Indentured Servitude" passed, the rule changes numbered 1 and 2 below shall take place, and then this rule shall repeal itself. If that proposal failed, this rule shall repeal itself without enacting the rule changes numbered 1 and 2 below. This section takes precedence over all other parts of this rule.

{{[ Name-calling and a 10-point penalty haven't seemed to be an effective deterrent against deadbeating. This might be, and if it isn't, it should at least make things interesting. ]}}

{{[ Getting thrown in Gaol over Contempt always seemed like more of a nuissnace for all the other players than a punishment for the Contemptuous one, particularly when the only Contempt that happens reguarly in the Senate as a whole getting thrown in Gaol. ]}}

1, 2, 3...
Vynd (John McCoy)
Decision: Accepted

Ammend Rule 1118/1 as follows:

Add the following text, denoted by $$$ to the end of the third to last paragraph.

$$$
Any Scientist may exempt himself from the responsiblity of writing this report himself by publicly posting a message in which he states: "Not it!" any time within 10 days of the W-File Case being posted, unless he is the only Scientist remaining who has not posted a "Not it!" message. If there is only one Scientist remaining who has not declared himself to be "Not it!" for a particular W-File Case, then that Scientist is now the only Scientist responsible for writing the refuting report described above, and must do so within 10 days of the W-File Case to be refuted being posted, unless another Scientist does so first [out of the goodness of his heart, I guess]. If no refuting report is posted by any Scientist within 10 days of a W-File Case being reported, then all Scientists who had not exempted themselves from the responsibility of writing that refuting report will have committed a Crime.
$$$

Delete the second to last paragraph [Yeah, it's kind of cool, but right now it creates, and has in fact, created, an infinite loop of evil twins "volunteering." Let's spread the harf around, eh?]

Like the crying towell, only better.
snowgod (Phil Ackley)
Decision: Rejected

When one player (hereafter known as player A) submits a proposal that another player (Player B) feels would have a significant effect on the gamestate, and which player B likes the idea of, but not the implentation, and Player A did no publically post an RFC on said proposal, Player B may post a message complaining about the lack of public RFC. Any message of this type must end with the sentence "Do the dumb things you gotta do."

This is called touching the puppet head.

When a player touches the puppet head his score shall be reduced by 50 points and the Sinister Aliens shall cast one vote in opposition to the proposal to the proposal for which the puppet head was touched. The Sinister Aliens may not vote more than once on any given proposal, no matter how many players have touched the puppet head.

Proposal 1938 - Sat, 19 Apr 1997 20:54:13 -0500
Here There Be Monsters
Mohammed (Jason Orendorff)
Decision: Rejected

Rule 1188, "Don't talk to Monsters, Betty" shall be created, reading:

---

{{Mohammed is a raving Monster. No other players are Monsters.}}

There is a Functional Office called the Monster-harfer. Mohammed is the first Monster-harfer; he shall hold the position from the time this rule is enacted to such time as he leaves office in accordance with the rules (or this rule is repealed). It is the Monster-harfer's Duty to keep track of who is and who is not a Monster, and which Monsters are raving; and to announce that all players are Monsters when and if that dreadful event should occur.

Monsters are hideously deformed creatures of the night. When a Monster sends a message during the day, it should complain about the general brightness of the place and the nasty human smell about, unless it is raving, in which case it should not say anything that makes much sense at all (except where absolutely necessary). Some Monsters are raving, and they are considered especially dangerous. [Monsters have also been known to post messages explaining in mildly disturbing detail what joy they derive from messily eating various foodstuffs and other things.]

Each night at Midnight, each raving Monster shall lose 3 points. When a raving Monster transmutes its own Evil Twin, that Monster gains 10 points. It is a Duty of the Monster-Harfer to announce these score changes.

There are several ways to become a Monster:

1. A non-Monster can be Transmuted by another Monster. When and how this happens is described below. The effect is that a player who is Transmuted becomes a raving Monster; and if the Transmuting Monster was raving at the time, then the Transmutation satisfies its thirst for gore, and it thus ceases to be raving.

Any time a duel is completed, if the victor is a Monster and loser is not, the winner Transmutes the loser. This is automatic. Monsters aren't big on self-control.

Any time a Monster is in the same Location as another, non-Monster player, and no other players that happen to be priests are present at that Location, the Monster may Transmute the other player, as a public action.

If the Scholar of *ping* is a Monster, and he ridicules another player for making an inept guess at the Truth as specified by Rule 1209, the Scholar may Transmute the student, as a public action, to be taken only in the same message as the ridicule.

2. The Mad Scientist may become a raving Monster at any time, as a public action.

3. Any non-Monster player who announces, "I don't want to play this Monster game; I have better things to do." or words to that effect, shall be quietly transformed into a special type of non-raving Monster called a Floob.

If at any time all players are Monsters, all raving Monsters shall lose 3 points and cease to be raving; and this rule shall amend itself to read: "All Players are Monsters."

Proposal 1939 - Sat, 19 Apr 1997 22:09:32 -0500
Loosening the Rule Change Necktie
Mohammed (Jason Orendorff)
Decision: Accepted

[it isn't a noose, but all the same it's a little restrictive and we can make the rules less complicated by doing this...]

1. Amend Rule 103 ("Proposals and Rule Changes") by renaming it to "Retroactive Effects" and changing its text to read:

No rule may generate any effect that applies retroactively to a time before the generation of the effect.

2. Amend Rule 104 ("Adopting Proposals") by renaming it to "Proposals" and changing its text to read:

---
A Voting player may submit a proposal by sending its text to the Promoter, who shall then post it publicly to be voted on.

---

]

]

[Section 5 also mentions "rule changes" but that uses it in a looser, more unofficial meaning, so it's probably okay.]

4. Rule 207 ("Scoring When A Proposal's Voting Results are Reported") is amended in the following ways:

by replacing "new rule or rule change" in section I. with "new rule or effect";

5. Rule 219 ("Winning By Paradox") is amended by changing "rule changes are impossible" to "changing the rules is impossible". [I think the language was okay as-is, but considering I stepped down from the SC, I'd better play it safe. :o]

6. Rule 301 ("Proposal and Rule Titles") is amended by removing this:

---
The title of a rule may only be changed when a rule change amends the rule, or when a rule changes the title.
---

[Changing the title of a rule is manipulating the rule, which is already restricted under R500.]

---

and by replacing this:

---
III. When a new rule is created by another rule, or by some entity (other than a rule change in an accepted proposal) granted the power to create rules by some rule, it is numbered as follows:
---

with this:

---
III. When a new rule is created by another rule, or by some entity (besides a proposal) granted the power to create rules by some rule, it is numbered as follows:
---

8. Rule 313 ("Proposal Bribery") is amended in the following ways:

by changing "if it contains one or more rule changes" to "if it calls for one or more effects" in section I.;

9. Rule 1213 ("Grab-A-Donkey") is amended by changing this:

---
An exception to this is maintenence proposals, or proposals whose rule changes would fix bugs or paradoxes, are permitted by anyone.
---

to this:

---
An exception to this is maintenence proposals, or proposals to fix bugs or paradoxes, are permitted by anyone.

Proposal 1944 - Mon, 21 Apr 1997 17:17:46 -0500
Mr. Beale
IdiotBoy (Matt Miller)
Decision: Rejected

I was young and foolish then, I feel old and foolish now.

Acceptance of this proposal will amend the complete text of rule 729 to read:

The Earth is flat. Contradiction of this fact is Heresy. The Chartreuse Goose came before the Chartreuse Goose Egg. Contradiction of this fact is heresy.

If, in a public message, a player contradicts any of the above facts, or implies that they are not so, any other player may call for a Witchhunt, by publically posting that they are doing so.

During the Witchhunt, which lasts 3 days, players send their votes to the Assistant Tabulator (hereafter referred to as the Witchfinder General) containing the name of the alleged Heretic. Players can vote either "NO! E has spoken truly.", or "BURN THE WITCH!"

After the Witchhunt is over, a simple majority (50% or more) will determine whether or not the alleged Heretic has been burned.The Witchfinder General will publicly announce the outcome.

If the witch has been burned, e shall enter the Ackanomic Afterlife, and shall lose 10 points.

Any player who has been burned as a heretic exactly once is considered Enlightened. Any player burned more than once, however, is beyond hope and may never become Enlightened. Any player who is Enlightened is free to say what they wish, and may never have a Witchhunt called against them, or be burned as a heretic. This paragraph has precedence over all others in this rule.

Proposal 1945 - Mon, 21 Apr 1997 17:32:00 -0500
Proactive Face Salvation
ThinMan (John Bollinger)
Decision: Rejected

{{[ In my opinion, the Senate feels some obligation to "save face" in Internomic by voting in favor of all IN proposals from Acka. This sense of obligation can be removed without any extra work by sending IN-bound proposals through the Senate _first_, at a cost of only a slight delay in proposal submission. This will also protect Ackanomic from anyone who might one day _intentionally_ try to embarrass us in IN. I got thinking about this because of IN proposal 322, but I do not presume to judge why the various Senators voted as they did. 322 might very well have made it through under the revisions proposed below anyway. I still think it is worthwhile to make this change, however. ]}}

Amend rule 419 (Ackanomic/Internomic Interface) by inserting the following sentence after the first sentence of the third paragraph: "The Liaison shall then initiate a vote in the Senate concerning whether or not to submit the proposal to Internomic; he shall abide by the Senate's decision on the matter."

Amend rule 419 (Ackanomic/Internomic Interface) by appending the following text to the end of the first sentence of the fourth paragraph: ", except that in the case of voting on an Internomic proposal submitted by Ackanomic the Liaison shall cast a vote in favor without consulting the Senate."
